Improvement of day care center sitio proper, sing-sing, balamban, cebu materials only republic of the philippines province of cebu municipality of balamban office of the bids and awards committee telefax: 032 345 – 8220 invitation to bid for improvement of day care center sitio proper, sing-sing, balamban, cebu materials only 1. the municipality of balamban, through the mayor’s office-gad fund 2026- building & other structures, intends to apply the sum of five hundred twenty-seven thousand two hundred seventy-five pesos only ? 527,275.00 being the approved budget for the contract abc to payments under the contract for improvement of day care center sitio proper, sing-sing, balamban, cebu materials only. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the municipality of balamban, now invites bids for improvement of day care center sitio proper, sing-sing, balamban, cebu materials only. delivery of goods is required 60 days after the issuance of the notice of award. bidders should have completed, at least 3 years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instruction to bidders. 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra 5183. 4. interested bidders may obtain further information from the municipality of balamban and inspect the bidding documents at the address given below from 8:00 am- 12:00 am and 1:00 pm- 5:00 pm, monday to friday only. 5. a complete set of bidding documents may be acquired by interested bidders june 19- july 10, 2026 from the address below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of one thousand pesos only ? 1,000.00. 6. bids must be duly received by the bids and awards committee bac secretariat through manual submission at the office address indicated below on or before july 10, 2026. late bids shall not be accepted. 7. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 8. bid opening shall be on july 10, 2026 at 1:00 pm at office of the bac, market operations bldg., balamban, cebu. bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 9. each bidder shall submit one 1 certified copy from the original copies of the first and second components of the bid. bidders shall enclose their original eligibility and technical documents in one sealed envelope marked “original-technical component”, and the original of their financial component in another sealed envelope marked “original- financial component”, sealing them all in an outer envelope marked “original bid”. each copy of the first and second envelopes shall be similarly sealed duly marking the inner envelopes as “copy 1- technical component” and “copy 1- financial component” and the outer envelope as “copy 1”, respectively. these envelopes containing the original and the copy shall then be enclosed in one single envelope. all envelopes shall contain the name of the contract to be bid in capital letters;
