Expression of interest for consulting Services – Firm Selection)
Recruitment of a firm to develop regulatory instruments, administrative
processes, staffing plan, and accreditation protocols for the establishment, accreditation and
operations of the Fisheries Competent Laboratory of Liberia

The National Fisheries and Aquaculture Authority (NaFAA) through the Government of Liberia
has received financing support from the OPEC Fund for International Development (OPEC Fund)
towards the implementation of the “Liberia Integrated Fisheries Sector Strengthening Project
(LIFSSP)”, and intends to apply part of the proceeds towards eligible payment of the services of
a consulting firm to develop Regulatory Instruments, Administrative Processes, Staffing Plan, and
Accreditation Protocols for the Fisheries Competent Laboratory in Liberia.
The Consulting Services include the development of robust legal and regulatory frameworks and
operational tools required for Liberia’s compliance with international sanitary and phytosanitary
(SPS) standards, export validation processes, and strengthening of national fisheries governance.
The framework is expected to establish the instruments, administrative procedures, and
standards necessary for the laboratory certification, export compliance, and quality assurance in
line with World Health Organization (WHO), World Trade Organization (WTO), and European
Union (EU) requirements. It is also expected to provide the foundation for adequate staffing and
the training of laboratory staff, strengthening institutional capacity, and embedding transparent
processes for monitoring and enforcement. The assignment is expected to be completed in a
period of sixteen (16) months after the signing of the Contract.
