Tender description : Rehabilitation of primary healthcare centers (phcs) in gedaref state Specific procurement notice request for bids small works employer: mercy corps project: enhancing community resilience project (thabat) – af1 contract title: rehabilitation of primary healthcare centers (phcs) in gedaref state country: sudan loan no. /credit no. / grant no.:tf-c7102 rfb no: sd-mc-542763-cw-rfb issued on: 06-25-2026 mercy corps has received financing from the world bank toward the cost of the enhancing community resilience project (thabat) – af1 (tf-c7102) and intends to apply part of the proceeds toward payments under the contracts for rehabilitation of primary healthcare centers (phcs) in gedaref state. mercy corps now invites sealed bids from eligible bidders for the rehabilitation of primary healthcare centers (phcs) in gedaref state. for these contracts, the borrower shall process the payments using the direct payment disbursement method, as defined in the world bank’s disbursement guidelines for investment project financing. the overall program is divided into five (5) separate contracts (lots), as shown below: i. no. lot id/ no. phc in the locality locality name no. of phcs per locality 1. lot 1: basounda babakri health center basinga health center, and wad kisaeba phc basounda 3 2. lot 2: al fao village 13 phc; and village 7 phc al fao 2 3. lot 3: al fashaga atomat phc; and alamara wad alzain phc al fashaga 2 4. lot 4: al mafaza halali phc, and wad awad health center al mafaza 2 5. lot 5: al rahad aloshara health center, and alhijra phc al rahad 2 bidders may submit bids for one or more lots, as specified in the bidding document. the sudan thabat – enhancing community resilience project (additional financing) invites qualified contractors to undertake the rehabilitation, upgrading, and construction of 11 primary healthcare centers (phcs) across basounda, al faw, al fashaga, al mafaza, and al rahad localities in gedaref state. the works include site preparation and demolition, structural repairs and new construction, roofing, finishing works, electrical and water supply systems, perimeter fencing, drainage and external works, construction and rehabilitation of consultation rooms, laboratories, pharmacies, wash facilities, and medical waste management infrastructure, including medical waste incinerators. all activities shall be executed in accordance with the approved technical specifications, drawings, occupational health and safety requirements, and environmental standards, with completion expected within a three-month implementation period. bidders are required to meet the following minimum criteria for a single lot/contract: item no. qualification criteria minimum requirement 1 average annual construction turnover usd 100,000 2 liquid assets/ cash flow requirement usd 20,000 3 general experience experience under construction contracts in the role of prime contractor, jv member, subcontractor, or management contractor for at least the last three years, starting 1st january 2023. 4 specific experience a minimum of two (2) similar contracts each with a minimum value of usd 50,000 or one (1) similar contract with a minimum value of usd 100,000;
