Tenders Are Invited for Senior Advisor –health Systems and Grant Transformation(global Fund Gc8 – Liberia)
Responses should be submitted no later than 13th July 2026.
Successful Applicant Notified July 31st, 2026 Expected Start Date of Contract: August 31st, 2026 Contract duration: 12 months
Support the strategic transformation and implementation of the GC8 grant in Liberia
into an integrated, high-performing, and sustainable health systems investment.
Specific objectives are:
• SO1 – Provide strategic, technical, and managerial support to operationalize the
GC8 grant
• SO2 - Facilitate capacity strengthening and structured transition toward
national ownership
• SO3 - Strengthen technical integration across disease programmes and health
system components
Conduct a comprehensive review of all GC8 grant documents, to ensure alignment
between the Fund Request, Detailed Budget, Performance Framework, Health Product
Management Template (HPMT), implementation arrangements, SR/SSR structures,
capacity assessments, transition plans, and relevant strategic documents.
• Review Global Fund Technical Review Panel (TRP), Grant Approval Committee (GAC), and
Country Team recommendations and identify implications for implementation.
• Support negotiations and engagement with SRs, SSRs, service providers, and technical
partners
• Support implementation arrangements and accountability mechanisms.
B. Technical Quality Assurance
• Coordinate and support design of SOPs, frameworks, reports templates, and tools for
implementation readiness
• Ensure alignment with national plans, Global Fund requirements, and best practices.
• Review GC7 implementation processes and tools and propose adjustments to strengthen
program performance and quality.
