Tender description : General procurement notice : Integrated mechanisms for poverty reduction and sustainable education (impresed) project The Government of Kenya has received a loan from the African Development Fund to finance the Integrated Mechanisms for Poverty Reduction and Sustainable Education (IMPRESED) Project. The Project will be implemented by the Ministry of Education through the National Council for Nomadic Education in Kenya (NACONEK). 2. The Project Development Objective is to increase access to quality and inclusive education, skills pathways and employability for out-of-school children (OOSC) aged 6-17 years and out-of-school youth (OOSY) aged 18-35 years in the Arid and Semi-Arid Land (ASAL) areas in Kenya. It further seeks to promote sustainable and resilient livelihoods for households with OOSC and youth, in alignment with NACONEK’s mission to reduce educational inequality, alleviate poverty and foster inclusive development. The specific objectives are to: a. Increase access, quality, equity and retention of 100,000 out-of-school children in primary and junior schools and 200 learners in senior schools. b. Increase access to relevant skills pathways and placement in employment and/or self-employment for 3,000 out-of-school youth. c. Promote sustainable and resilient livelihoods for households with out-of-school children to support enrolment, food security and employment. The modes of procurement to be used in the project are: Open Competitive Bidding National (OCB-N); Open Tender. Request for Quotations (RFQ), Request for Proposals (RFP); Least Cost Selection (LCS), Low-Value Procurement; and Direct Contracting. Component 1: Increase access, quality, equity and retention This component will support 100,000 out-of-school children in primary and junior schools and 200 learners in senior schools. Component 2: Skills pathways and employability This component will increase access to relevant skills pathways and placement in employment and/or selfemployment for 3,000 out-of-school youth. Component 3: Sustainable and resilient livelihoods This component will promote sustainable and resilient livelihoods for households with out-of-school children to promote enrolment, food security and employment. Component 4: Strengthening Institutional Capacity and Coordination This component will strengthen institutional capacity, coordination and project implementation arrangements.
