Tenders Are Invited for develop a training program for the MOPT of Costa Rica
Call for applications from July 15 to August 7, 2026
The initiative will strengthen the technical capabilities of MOPT staff through practical training, specialized materials, applied cases and an open virtual course (MOOC), in order to improve the quality and sustainability of public investments in infrastructure.
At the request of the Ministry of Public Works and Transport (MOPT) of Costa Rica, CAF – Development Bank of Latin America and the Caribbean – will finance a consultancy to design and implement the Training Program in ex-ante evaluation of public investment projects for the Public Works and Transport Sector .
The consultancy aims to strengthen the technical capacities of MOPT staff and its affiliated entities in the formulation and ex-ante evaluation of public investment projects, in order to improve the quality, efficiency, and sustainability of infrastructure investments in the country. The program will be aligned with the National Public Investment System (SNIP) and international best practices, and will include a practical approach, the development of specialized materials, and the training of institutional trainers.
In this context, CAF invites consulting firms to submit their proposals to provide the services described in the Terms of Reference (TOR) of this call.
Legal entities with experience and technical capacity in the development of consultancies and capacity-building programs related to the evaluation of public investment projects may participate.
Application deadline: August 7, 2026, at 11:59 p.m. (Costa Rica time).
