Expression of interest for Construction/rehabilitation of the Technical College of Rural Development (ctdr) of Grimari in Ouaka in One (1) Single Lot
The Government of the Central African Republic has received a loan/grant from the African Development Bank (AfDB) to finance the Project to Support Resilience and Food and Nutritional Security in the Prefectures of Kémo and Ouaka (PARSANKO) and intends to use part of this grant/loan to make payments under the Construction/Rehabilitation Contract for the Grimari Rural Development Technical College (CTDR) in Ouaka, in one (1) single lot. For this Contract, the Borrower will make payments using the Direct Payment disbursement method, as defined in the Bank's Guidelines applicable to Disbursements for Investment Project Financing.
2. The Ministry of Agriculture and Rural Development / PARSANKO Project Management Unit is soliciting sealed bids from eligible and qualified bidders for the construction/rehabilitation of the Grimari Rural Development Technical College (CTDR) in Ouaka, in a single lot, within 180 days.
3. The tendering procedure will be conducted through international competition using an Open Tender (OTT) as defined in the Bank's Procurement Framework of October 2015 and open to all eligible bidders as defined in the Procurement Framework. 4. Eligible Bidders may obtain information from the Project
to Support Resilience and Food and Nutritional Security in the Prefectures
of Kémo and Ouaka (PARSANKO), and review the Tender Documents
during working hours from 7:30 a.m. to 3:30 p.m. at the address
mentioned below.
The Tender Documents in French may be purchased by any Bidder at
the address below for a non-refundable fee of One Hundred Thousand CFA Francs
(100,000 CFA francs) or the equivalent in a convertible currency. The Tender Documents
will be sent by airmail for international destinations or electronically.
5. Bids must be submitted to the address below no later than Wednesday, August 19,
2026, at 10:00 a.m. sharp. Electronic bids will not be accepted. Late bids will be rejected. Bids will be opened publicly in the presence of the bidders' designated representatives and any other persons who choose to attend at the address below on Wednesday, August 19, 2026, at 11:00 a.m. sharp at the PARSANKO Management Unit, whose headquarters are located at the Ministry of Agriculture and Rural Development on Independence Avenue, Annex Building, Ground Floor.
