GENERAL PROCUREMENT NOTICE National Agricultural Growth Scheme and Agro Pocket (nags-ap) 2.0
The Federal Republic of Nigeria has received a loan from the African Development
Bank/African Development Fund/Nigeria Trust Fund to finance the second phase of the National
Agricultural Growth Scheme and Agro Pocket (NAGS 2.0)
2. The principal objectives of this project is: -
To engage a qualified and experienced Independent Verification Agent (IVA) to provide
independent, objective, and credible verification of the achievement of agreed Disbursement
Linked Indicators (DLIs), outputs, Performance Based Conditions (PBCs), and project results
under the NAGS 2.0 program prior to disbursement of funds.
The IVA shall establish an effective verification and performance assessment mechanism that
would ensure transparency, accountability, data integrity, and compliance with agreed verification
protocols.
Specifically, the assignment shall seek to:
1. Verify achievements of the agreed DLIs and Performance-Based Conditions (PBCs).
2. Validate the accuracy, reliability, and integrity of project implementation data.
3. Conduct technical audits and field verification exercises.
4. Assess compliance with agreed project implementation procedures and standards.
5. Verify delivery and redemption of agricultural inputs and services.
6. Assess governance systems, dashboards, ICT systems, and monitoring
frameworks.
7. Provide evidence-based recommendations for disbursement eligibility; and
8. Produce periodic verification reports
3. The project includes the following components:
1. Verify farmers’ registration and validation on the Agro-Pocket ICT system
(platform)
2. Verify quantities of fertilizers, agrochemicals, seeds, and other inputs delivered
and redeemed by the registered farmers;
3. Verify number of established redemption centers and demonstration plots;
4. Verify seed production, certification, and seed system strengthening indicators
5. Verify support to smallholder and medium-scale farmers;
6. Verify private sector participation and agribusiness support initiatives;
7. Verify governance systems, dashboards, extension service delivery systems, and
pest management plans;
8. Verify compliance with agreed implementation procedures and standards;
9. Validate project implementation data and evidence; and
10. Conduct field inspections, interviews, and on-the-spot verification exercises. ;
