Expression of Interest Individual consultant responsible for the final evaluation of the project
This call for expressions of interest follows the General Procurement Notice published on the AfDB website on August 21, 2019, and in the newspaper "Le Soleil" No. 14880 of January 17, 2021.
2. The Government of the Republic of Senegal has received financing from the African Private Sector Assistance Fund (FAPA), administered by the African Development Bank (AfDB), to cover the costs of the Senegal Digital Market Oriented Platform for Smallholder Farmers Financial Inclusion (SDMo4SFI) project and intends to use part of these funds to make payments under the contract of an individual consultant responsible for the final evaluation of the project.
3. The services to be provided under this contract consist of conducting a comprehensive evaluation of the design, strategies, approaches, and mechanisms used in implementation, the stakeholders involved, the results achieved, and their impacts on the intervention area. Lessons learned
must be drawn and recommendations formulated for future interventions in the
targeted areas. The criteria of impact, effectiveness, efficiency, and sustainability should guide the
consultant in their analyses. The duration of the assignment is 30 days, during the period of December
2026
. The SDMo4SFI project invites individual consultants to submit their applications to
provide the services described above. Interested consultants must provide information
on their capacity and experience demonstrating their qualifications for the services (recent, dated, and signed Curriculum Vitae, copies of diplomas, training certificates, references for similar services and experience in comparable assignments, accompanied by evidence of completion,
including certificates of completion issued by clients, work certificates, etc.). The
CV must highlight the candidate's qualifications, references for similar services, and
experience in comparable assignments.
5. The eligibility criteria, shortlisting, and selection procedure will be
in accordance with the Procurement Framework for Operations Financed by the African Development Bank Group (October 2015 Edition), which is available on the Bank's website at: http://www.afdb.org. The selection will be conducted using the Individual Consultant Selection method.
