GENERAL PROCUREMENT NOTICE ; Digital Innovation for Government Efficiency and Sector Transformation
the Objective of the Digest Project is to Enhance Sierra Leones Governance and Economic Efficiency By Leveraging Digital Technologies in Line with the Countrys National Development Plan. the Project Will Improve the Coordination of Development Finance By Reducing Inefficiencies and Overlapping Interventions, and Will Strengthen the Capacity of Government Institutions and the Private Sector.
The Government of the Republic of Sierra Leone has received a grant from the African
Development Bank and the African Development Fund, acting as administrators of the Transition
Support Facility (TSF), to finance the Digital Innovation for Government Efficiency and Sector
Transformation (DIGEST) Project - Grant No. 5900155019311; Project ID P-SL-GB0-003; Grant
amount UA 1,000,000.
2. The objective of the DIGEST Project is to enhance Sierra Leone's governance and economic
efficiency by leveraging digital technologies in line with the country's National Development Plan.
The Project will improve the coordination of development finance by reducing inefficiencies and
overlapping interventions, and will strengthen the capacity of government institutions and the
private sector
3. The DIGEST Project has three components:
• Component 1: Digital Innovation for Government Efficiency - assessment of global good
practices and technology gaps, followed by the piloting and refinement of a Digital
Coordination Platform to strengthen donor coordination, planning and the socio-economic
impact of development initiatives;
• Component 2: Sector Transformation - A detailed assessment of the Tech city and Sierra
Leone Innovation Investment Fund and Technical assistance for Tech city support,
• Component 3: Project management support.
The procurement activities under the Project, as set out in the Procurement Plan, principally
comprise: consultancy services for the assessment of the Digital Coordination Platform, the
recruitment of an Operations and Media Officer and a Business Development Officer, and the
assessment of the Tech City and Innovation Fund; goods for the procurement and deployment of
the Donor Coordination Platform; a project vehicle and audit services. The applicable selection and
procurement methods include Individual Consultant Selection, Quality- and Cost-Based Selection,
Least Cost Selection and the procedures prescribed in the approved Procurement Plan, as updated
from time to time with the Bank's prior approval.
The procurement of goods and the acquisition of consulting services financed by the Bank under
the Project will be carried out in accordance with the Procurement Framework for Bank Group
Funded Operations, dated October 2015, available on the Bank's website at http://www.afdb.org,
and in accordance with the provisions of the Grant Agreement and the approved Procurement
Plan. Contracts will be subject to the Bank's prior or post review as specified in the Procurement
Plan.
6. Bidding documents, requests for expressions of interest and specific procurement notices for
contracts subject to open competitive procurement will be announced, as they become available,
on the Bank's external website and on the Recipient's media platforms, commencing in August
2026.
