GENERAL PROCUREMENT NOTICE Strengthening Tax Administration and Capacity Project in West Africa
West African Tax Administrative Forum (wataf) Has Received a Grant to Execute a Project: “strengthening Tax Administration and Capacity Project in West Africa’’. the Project is Funded By the African Development Bank (afdb). the Principal Objective of This Four-year Project is to Improve Domestic Resource Mobilization (drm) Capacity By Enhancing the Efficiency of Collecting Domestic, Trade and Extractive Sector Taxes in West Africa While Improving Governance and Strengthening Resilience. the Specific Project Objectives Are to Strengthen Tax Administration Capacity for Collecting Domestic Taxes, Improve Tax Compliances Practices in the Collection of Trade Taxes and Improve Natural Resource Revenues Mobilisation in Selected Resource Rich West African Countries Through Better Governance Systems, Facilitate Tax Harmonisation Practices in West Africa in Collaboration with Ecowas and Foster Regional Integration and Promote Tax Transparency, Tax Education and Mainstream Gender Equity.
Strengthening Efficient Administration of Domestic and Trade Taxes. The objective of
this component is to improve the capacity to collect domestic and trade taxes, reduce tax
avoidance and promote gender equity in tax administration systems. This component will
also cover improving tax transparency and enhancing tax education systems. The broader
aim is to enhance domestic revenue mobilization and reduce dependence on external aid in
resource-rich selected West African economies.
• Improving Natural Resource Revenue in Resource-Rich Countries. The extractive
industry in West Africa remains a strategic sector in the region’s economy, contributing a
sizable share of GDP, and foreign exchange earnings but relatively smaller share to
revenues.
• Project Management and Institutional Capacity Development. The goal of this
component is to provide effective project management services for the implementation of
the project through the establishment of Project Implementation Unit (PIU) within the
WATAF. The PIU would include the provision for services for project coordination,
financial management, procurement and monitoring and evaluation. The component will
support project management activities and ensure smooth project delivery to achieve results
consistent with the results framework. Moreover, this component aims to enhance
implementation capacity within WATAF, and improve its ability to deliver quality technical
services to its membership in general and to project beneficiary countries.
