GENERAL PROCUREMENT NOTICE : Sierra Leone Rural Electrification Access Project
the Government of Sierra Leone Has Received a Loan in the Amount of Ua 2,500,000 From the African Development Fund to Finance the Project Preparation Facility for the Preparation of the Sierra Leone Rural Electrification Access Project (slreap). the Project Will Be Executed By the Electricity Distribution and Supply Authority (edsa) in Collaboration with the Ministry of Energy.
. The project includes the following Components:
Component 1 – Provision of Consultancy Services for the Project Preparation Facility of
the SLREAP; Feasibility Study, Scoping and Design; Detailed Design and Bidding
Documents; Environmental and Social Impact Assessment; and Resettlement Action Plan
Studies.
a. Feasibility Study: Technical and Economic
The primary objective of a feasibility study is to assess the anticipated outcomes of the proposed
project and its economic viability. The technical feasibility study is essential for the proposed
project as it lays the groundwork for informed decision-making and effective project planning.
By evaluating the project's technical requirements, challenges, and risks, development partners
can determine its viability and identify potential obstacles. The economic feasibility study aims to
demonstrate the net benefits of the project, considering both the benefits and costs to the
implementing agency and the beneficiaries.
Detailed Design and Bidding Documents
Under this consultancy contract, consultants are invited to submit their proposals for the Detailed
Design and Bidding Document preparations. The Detailed Design encompasses drawings related
to installation details, material characteristics, and implementation methods, ensuring
comprehensive coverage of every implementation aspect until project delivery.
c. Environmental and Social Impact Assessment:
This activity will finance studies, including the required environmental and social assessment
(ESA) Reports. The PPF will also take the E&S risk category of the future investment project in
line with the Bank’s updated Integrated Safeguard System (ISS). The Environmental and Social
Impact Studies will provide guidance to the management of environmental and social risks and
impacts that may emerge during the implementation of SLREAP.
d. Resettlement Action Plan
In addition to the abovementioned ESA studies, the Resettlement Action Plans and any other
Instruments that may be considered necessary during project implementation will be prepared
in accordance with the provisions of the Bank’s updated Integrated Safeguard System.
Standards.
ii. Gender Assessment
The Activity will conduct a Gender Assessment, which is crucial to understanding and addressing
gender disparities within the project framework, as well as potential positive and negative
impacts.
