General Procurement Notice For: Saint Vincent and the Grenadines: Beryl Emergency Resilient Recovery Project
The Project will include the following components:
Component 1: Early recovery income support and enhancement of income generating activities: (US$15.0 million)
The objective of Component 1 is to support the continuation and scale-up of the ongoing temporary grants initiative and provide livelihoods support through a small business recovery program and the Labor-Intensive Temporary Employment (LITE) program, to enhance the resilience of people affected by the disaster. Component 1 has three sub-components:
Subcomponent 1.1. Temporary income support grants to affected people (US$ 10.65 million)
Subcomponent 1.2. Temporary grants and support services for small business recovery (US$1.80 million)
Subcomponent 1.3. Labor Intensive Temporary Employment (LITE) Program (US$2.55 million)
In the case of the grant programs, eligible recipients will be identified by the Ministry of National Mobilization, Social Development, Family, Gender Affairs and Persons with Disabilities (MoNM) and for the LITE program, it will be conducted through the Roads, Buildings and General Services Authority (BRAGSA).
Component 2: Resilient reconstruction and restoration of critical infrastructure services: (US$41.0 million)
This component will support the rapid restoration and resilient reconstruction of critical infrastructure and services damaged by Hurricane Beryl. Additionally, this component will support priority investments in critical infrastructure that, through the experience of dealing with Hurricane Beryl, have been identified as vulnerable to future climate and disaster risks. The participating line ministries and agencies, identified with direct responsibility in their respective areas relating to emergency and infrastructure management include: (a) Central Water and Sewage Authority (CWSA); (b) Ministry of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour (MoA); (c) Ministry of National Security (MoNS), (d) Ministry of Transport, Works, Land and Surveys, and Physical Planning (MoTW) including the Roads, Buildings and General Services Authority (BRAGSA); (e) Ministry of Tourism, Civil Aviation, Sustainable Development and Culture (MoT and (g) Ministry of Urban Development, Energy, Seaports, Grenadines Affairs and Local Government.
Component 3: Project Management: (US$7.0 million)
This component will support the administrative management of the project by the Public Sector Investment Programme Management Unit (PSIPMU) under the Ministry of Finance, Economic Planning, and Information Technology (MoFEPIT), and implementing partners. Support is included for (a) project coordinator , (b) financial management specialist (FM), (c) procurement specialist, (d) monitoring and evaluation (M&E) specialist; (e) environmental and social safeguards (E&S) specialists); (f) engineer; (g) carrying out of independent technical audits and the Project’s independent financial audits; (h) provision of training and workshops[1]; (i) the financing of the necessary goods, equipment, and operating costs; and (j) costs associated with convening and reporting to the Project Steering Committee (PSC).
