Request for Proposal : Development Of Policies And Procedures Manual
Duties and Responsibilities of the Consultant
The consultant will review and formulate a comprehensive Policy and Procedure
Manual that standardizes the policy format, conduct a review of the existing policies,
and develop new policies and procedures that incorporate contemporary HR trends
that will drive the desired high-performance culture and conducive working conditions
to meet the emerging trends and multi-generational worker needs. It is intended that
all policies follow a uniform format and are ISO compliant.
In concrete terms the consultant shall.
? Conduct a desk review – examine the existing policies and procedures
? Benchmarking and gap analysis – identify areas of improvement and
potential bottlenecks through a benchmarking exercise with industry peers
? Stakeholder consultations – engage relevant stakeholder through face-toface interviews and focus group discussions to harvest pertinent issues
? Data analysis – review available date that will enrich the content of the output
? Site visits – conduct physical site visits for an in-depth observation of the
processes and practices that must be guided by the policies
? Drafting - the new policies that are not in existence
? Incorporate best practice principles derived from benchmarking with industry
peers
? Finalize draft policies and present to management for discussion and input
? Incorporate the management input
? Present draft policies to Councillors and incorporate their input to the final
document
