Tender description : Expressions of Interest for Cbj Support for the Agricultural Sector 2025 Faubacy Benin's agricultural policy aims to make the agricultural sector capable of sustainably ensuring food sovereignty, food and nutritional security, and contributing to economic and social development. It aims in particular to (i) strengthen the growth of the agricultural sector, food sovereignty and food and nutritional security of populations, through sustainable production and management of farms; (ii) ensure the competitiveness and access of agricultural and agri-food production and products to markets through the development of agricultural sectors, (ii) strengthen the resilience of farms and the agricultural sector to various hazards, particularly economic and climatic. The French Development Agency supports agricultural policy with financing to promote sustainable family farming and the involvement of rural communities in the management of their natural resources. AFD's support aims to improve food security and the resilience of agricultural and rural populations and to promote the country's sustainable economic development by promoting more diversified, more productive, more competitive and more sustainable agriculture and by strengthening the project management capacities of rural communities in the management of natural and land resources. In the agricultural sector, AFD currently has three main sources of financing: - the Protein Sector Development Support Project (PADéFiP) in support of the soy and fish farming sectors in the Collines and Zou departments - €6 million, which will end in 2025; - the Agroecological Transition Support Project in Cotton-Growing Areas (TAZCO 2) - €15 million - over the period 2022 - 2027; - the Productive Agricultural Investment Development Support Project (PADIAP), in support of various agricultural and livestock sectors in agricultural development hub No. 4 (Collines, Donga, Sud-Borgou and Djidja) – €37.3 million over the period 2023 – 2029. The AFD could study a new commitment to the agricultural sector in 2025, of €15 million. This financing would cover: - a new phase of support for the development of continental fish farming, based on the dynamics and lessons learned from PADEFIP; - an additional contribution to PADIAP which could possibly come from: o replenish the window in favor of private promoters of the agricultural investment fund, possibly by directing calls for projects towards specific links and sectors (e.g.: broiler chicken and laying hens, artisanal processing, legumes); o develop contractual logic between downstream (processing/marketing) / upstream (inputs) of the sectors and the "production" link, with associated support from agricultural advice and co-financing of investments; o support certain communities in the development of their territory, in particular the securing of pastoral areas and the strengthening of cooperation between farmers and breeders in improving fertility; In the event that this commitment to the agricultural sector in 2025 is accepted by mutual agreement between the Republic of Benin and the AFD, a study to specify the modalities for mobilizing this financial envelope must be conducted: - feasibility of the project to support the fish farming sector, taking into account the concept notes produced by the MAEP and by the current PADEFIP operator, and the capitalization and external evaluation work on the project; - feasibility of allocating part of the financial envelope to PADIAP, according to the aforementioned guidelines and with regard to the needs to strengthen certain activities, in line with the priorities of the MAEP, the needs expressed by the project management unit, the monitoring and advisory work provided by a Consulting Engineer positioned to support the AFD and the PMU within the framework of the project. This feasibility will have to arbitrate on the use of the envelope, taking into account the objectives of relevance, appropriation, effectiveness and efficiency and ease of implementation, with regard to the capacities of the various stakeholders in the implementation of the project. This study will have to take place from June to September - mid-October 2025, in order to be able to finalize the evaluation of the financing (October 2025) and the presentation to the AFD decision-making bodies in December 2025.
