Request for Expression of Interest: Recruitment of An External Auditor of the Accounts of the Harmonization and Improvement Project of Statistics in West and Center Africa (phasaoc - Sop2) for Financial Years 2024 (06 Months), 2025 and 2026 (12 Months).
PROJECT OBJECTIVES
The project aims to improve the statistical performance of participating countries, regional harmonization, data access and use, and modernization of the national statistical system in participating countries. This objective will be monitored through indicators including: (a) improvement of the Statistical Performance Index (SPI) of the countries participating in the project; (b) improvement of the quality of data access and use; (c) improvement of regional harmonization and comparability of basic statistics; and (d) improvement of the modernization of national statistical institutes (NSIs).
For the implementation of the project at the regional level, a management unit is set up within the Directorate of Statistics of the CEMAC Commission. To this end, the CEMAC Commission invites individual consultants to express their interest in providing the services described below. Interested candidates must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the services. The candidate should have the following qualifications:
AUDIT OBJECTIVES
The objective of the financial and accounting audit is to enable an external auditor to express a professional opinion on the financial situation of the Project at the end of each of the financial years 2024 ( 06 months ), 2025 and 2026 and to ensure that the resources made available to the Project are used for the purposes for which they were granted in order to achieve the development objective of the Project.
The financial statements which are established by the Project Management Unit of the Statistics Directorate of the CEMAC Commission are prepared in such a way as to account for the financial transactions of the Project.
The Project Management Unit is responsible for maintaining an adequate internal control system and acceptable documentation of transactions.
