Tenders Are Invited for Consulting Services, Project Concept and Project Preparation Study (rural Infrastructure Development Programme)
Rural Infrastructure Development for Cambodia 2 (rid4cam-2) Project Measures:
the Objective of the Second Phase of the Rural Infrastructure Development Programme for Cambodia – Phase 2” (rid4cam-2) Project (the “project”) is to Improve the Socio-economic Living Conditions of the Poor and Vulnerable Population in Rural Areas and Improve Their Climate Resilience Through Enhancing the Sustainability of the Cambodian Road Network. the Project´s Executing Agency, the Ministry of Rural Development (mrd), Shall Receive Targeted Support in Carrying Out Rehabilitation and Maintenance Measures More Consistently Than Before. in Addition, New Technologies Shall Support the Partner in Its Maintenance Planning, I.e. to Organize and Manage Maintenance Effectively and Efficiently.
Requested Consultant Services: the Consultant is Expected to Conduct the Following Main Tasks
phase 1: Project Concept
development of the Project Concept, with Detailed Activities By Component, Project Indicators, Cost and Financing Plan, and Recommended Allocation of Funds By Components
description of the Different Technical Assistance (ta) Activities to Support Digitization in Road Asset Management for Mrd and Its Rural Roads Department
phase 2: Project Preparation Study
baseline Socio-economic Analysis of Project Provinces
selection and Prioritisation of Proposed Measures for Rehabilitation / Upgrading: for Measures in the Provinces Identified for Rehabilitation, the Analysis Shall Go Beyond the Simple Screening and Scoping of Possible Measures But Shall Also Include a More Detailed Analysis to Enable Quick and Smooth Implementation:
measure-related Data Collection
climate Proofing of Project Measures
environmental and Social Impacts, Risks and Related Mitigation Requirements
design Assumptions and Preliminary Costing of Measures
prioritisation of Proposed Candidate Investment Measures
selection of Possible Maintenance Measures, Areas and Types of Contracts (incl. Climate Proofing Aspects)
digitization and Improvement of Rrams
related Proposed Training Measures
