Tender description : Invitation to Bid : Installation of the anti-explosive frame and film at the FAO Representation office in Algeria 1. Introduction This technical document concerns the installation of an explosion protection system on the façade of a 6-storey building. This building is located in a densely populated urban area, in the city centre, and is exposed to high risks. The proposed system must include the installation of a reinforced frame and a par-explosive film on all the glazing of the façade. 2. Objective The objective of this installation is to protect the building occupants and equipment against flying glass and shock waves in the event of an explosion nearby. The system aims to: - Reduce the risk of injury by preventing the glass from shattering into dangerous fragments. - Minimise structural damage to the windows. - Improve the overall safety of the building against potential threats. 3. Description of the Technical Solution 3.1. Reinforced Frame A reinforced metal frame must be installed around each window on the concerned façade. This frame will provide: - Increased resistance to pressures caused by explosions. - Optimal support of the windows in the event of an impact. - Durability against external climatic conditions. Materials offered: - Galvanized steel or reinforced aluminum, treated against corrosion. - Thickness: according to the dimensions of the glazing and the calculations of resistance to shocks. - Finishes: lacquered or anodized for an aesthetic integration into the facade. - Injection of inert anti-fire gas (argon) inside the double glazing. 3.2. Para-Explosive Film The para-explosive film is a transparent or tinted film, of the anti-shatter type, designed to resist the pressures caused by an explosion. This film must be applied to each glazed surface of the facade. Technical characteristics of the film: - Thickness: 150 to 300 microns according to safety specifications. - Material: multilayer polyesters with anti-UV treatment. - Shock absorption capacity and dispersion of impact energy. - Reduction of glass shards in the event of breakage. - Resistant to scratches and sharp objects. - Superior quality of tempered glass generating tiny splinters in case of major impact. 4. Installation 4.1. Surface Preparation Before installation, the glass surfaces must be cleaned to ensure perfect adhesion of the film. Any defects must be repaired to avoid incorrect installation. 4.2. Film Application The film must be applied to the internal surface of the glazing. The operations must be carried out by a specialized and experienced team, according to the safety standards in force. The film must be installed with the end inside the reinforced frame. Be sure to eliminate visible air bubbles between the film and the tempered glass. 4.3. Frame Installation The frame must be fixed on the windows after the film has been applied, ensuring a rigid and secure hold.Impact resistant fasteners must be used to ensure the integrity of the system. Installation of the frame must be done with dedicated anchors specifically for concrete fixings and must support at least 8 times the weight of the frame itself. Refurbishment of the walls by applying white paint after the completion of the installation of the reinforced frames. Dispose of all debris generated by the frame installation work. 5. Standards and Safety The proposed system must comply with international safety standards, including: - The choice of the film model to be installed is very important and must comply with all standards, norms and product compliance requirements. 3M Model: 3M brand films are renowned for their quality and durability, with a wide range of products suitable for different applications (sun protection, privacy, security, etc.). 3M is also very well known for its high standards of compliance and performance. Certified American Model: If the American model is also certified and meets local requirements, this can be a good alternative. These films may offer different specifications depending on the manufacturer, depending on the desired application. - ISO 16933 for the protection of glazing against explosions. - EN 12600 for impact resistance tests. Installation teams must be trained and equipped with the necessary personal protective equipment to carry out work at height on the building façade. Take care not to leave sharp objects near the work site, as they can represent a danger to FAO personnel. Cleaning up debris from the installation of the new frame on the representation floors 6. Maintenance After installation, a preventive maintenance program must be proposed to check the integrity of the frame and the film, and to ensure that the protection system remains fully functional. Define the warranty period of the product, including the handling and replacement of worn film if necessary.
