Expressions of Interest for Support Sme Productions Fish Fish Padefip
The PADEFIP PMU intends to use part of the project budget amount to carry out the aforementioned study.
The general objective of the study is to provide an in-depth analysis and contractual tools to ensure sustainable and balanced operation of the production unit by a private farmer. The specific objectives are:
i. Assess the capacities of the selected private structure (technical, financial, organizational);
ii. Analyze the realism of the business plan by ensuring a balance between price accessibility for fish farmers, competitiveness of fish production and financial viability of the production unit;
iii. Study the management and human resources required (staff numbers, qualifications, motivation, profit sharing);
iv. Define the mandatory conditions to be met by the private structure in terms of regulations, statutes, governance and accounting certification;
v. In the event of identified weaknesses in the capacities of the private structure, propose alternatives (launch of a call for tenders, additional partnerships) or an action plan to strengthen the various weak points;
vi. Propose the contractual documents and monitoring tools required to set up the leasing contract.
