Invitation to Bid ITB :Supply, delivery, unloading and installation of one 1 lot heavy-duty horizontal bending machine roller type for mine 4 coal project
1. the pnoc exploration corporation pnoc ec, through the indicative 2025 corporate budget intends to apply the sum of thirty-five million pesos php35,000,000.00, inclusive of all applicable taxes and other charges with the total abc to payments under the contract for supply, delivery, unloading and installation of one 1 lot heavy-duty horizontal bending machine roller type for mine 4 coal project. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the pnoc ec now invites bids for the above procurement project. supply and delivery of goods and services are required within one hundred twenty 120 calendar days, after receipt of notice to proceed and contract/purchase order. bidders should have completed, within the past five 5 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised irr of ra no. 9184. 4. prospective bidders may obtain further information from pnoc ec - bac secretariat section and inspect the bidding documents at the address given below during 8:00 am to 5:00 pm. you may proceed to pnoc ec cashier for the payment of bid documents from monday to friday at 9:00 am - 11:00 am and 1:00 pm - 3:00 pm or through landbanks link.biz.portal. you may go to www.landbank.com or open the landbank mobile banking app. copy of the payment confirmation receipt must be emailed to shella de vera at smidevera@pnoc-ec.com.ph or ena ligutan at esespiritu@pnoc-ec.com.ph with the following details: * payment description * complete company name of the supplier/bidder * complete company address of the supplier/bidder * tin 5. a complete set of bidding documents may be acquired by interested bidders on june 17, 2025 from the given address and websites below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of twenty-five thousand pesos php25,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees through electronic means. 6. the pnoc ec will hold a pre-bid conference on june 24, 2025, 10:00 a.m. at pnoc ec, bldg. 1 energy center, rizal drive, bonifacio global city, taguig city. prospective bidders can also attend the said conference through video conferencing or webcasting. interested bidders are required to send email to pnoc ec bac secretariat for the conference details. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below, on or before july 8, 2025, at 10:00 am. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9. bid submission and opening shall be on july 8, 2025 at 10:00 am, late bid shall not be accepted at the given address below in the presence of the bidders representatives who choose to attend the activity, or thru video conferencing. 10. alternative bids shall be rejected in line with the general principle that improvement of bids or alternative bids shall not be allowed. this practice defeats the concept of competition among the bidders. the bidder who offers alternate bids has undue advantage over other bidders when he will be allowed to pose two bids, thus eliminating competition. 11. the pnoc ec reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders. 12. for further information, please refer below. submission and opening of bids: pnoc ec bac secretariat c/o ms. elisa funelas or ms. shella de vera pnoc ec bldg. 1, energy center, rizal drive , bonifacio global city taguig city tel. no.: 02 8479-9239 or 8840-1614 email: ellite@pnoc-ec.com.ph / smidevera@pnoc-ec.com.ph / e-bids@pnoc-ec.com.ph 13. bidding documents may download free of charge from the website of the philippine government electronic procurement system www.philgeps.gov.ph and pnoc ecs website www.pnoc-ec.com.ph, provided that bidders shall pay the non-refundable fee for the bidding documents not later than the submission of their bids.
