Invitation to bid for supply and delivery of 4,500 pieces mechanical water meters dn15, copper alloy, mte x mte, 15mm o 1/2 o, without tailpiece 1. the cagayan de oro city water district, through the cowd approved budget for 2025 intends to apply the sum of nine million eight hundred ten thousand pesos P9,810,000.00 only being the abc to payments under the contract for supply and delivery of 4,500 pieces mechanical water meters dn15, copper alloy, mte x mte, 15mm o 1/2 o, without tailpiece. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the cagayan de oro city water district now invites bids for the above procurement project. delivery of the goods is required within thirty 30 calendar days. bidders should have completed, within five 5 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised irr of ra no. 9184. 4. prospective bidders may obtain further information from cagayan de oro city water district and inspect the bidding documents at the address given below during 8:00 a.m. - 5:00 p.m. mondays to fridays. 5. a complete set of bidding documents may be acquired by interested bidders on june 17, 2025, tuesday from the given address and websites below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of ten thousand pesos only p10,000.00. the procuring entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means. 6. the cagayan de oro city water district will hold a pre-bid conference on june 24, 2025, 1:30 p.m., tuesday at the given address below through video conferencing or webcasting via zoom meeting, which shall be open to prospective bidders. 7. bids must be duly received by the bac secretariat through manual submission at the office address indicated below on or before july 10, 2025, 9:00 a.m., thursday. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 14. 9. bid opening shall be on july 10, 2025, 9:00 a.m., thursday at the given address below via zoom meeting. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. the complete schedule of activities is listed as follows: activities schedule; 1. pre-procurement conference - june 5, 2025, 9:00 a.m., thursday 2. issuance of bid documents - june 17, 2025 - july 10, 2025 3. pre-bid conference - june 24, 2025, 1:30 p.m., tuesday 4. opening of bids - july 10, 2025, 9:00 a.m., thursday 5. bid evaluation - july 10, 2025, 9:00 a.m., thursday 6. post-qualification - july 25, 2025, friday 7. issuance of notice of award - august 22, 2025, friday 8. posting of performance security & award of contract - august 29, 2025, friday 9. issuance of notice to proceed - september 5, 2025, friday 11. the cagayan de oro city water district reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no. 9184, without thereby incurring any liability to the affected bidder or bidders.
