Competition: The Sharing Machine
The Northern Ostrobothnia Welfare Region (hereinafter referred to as Pohde) requests your offer for a ward imaging machine in accordance with this request for tender and its annexes. The subject of the procurement is a ward imaging machine for the Northern Ostrobothnia Welfare Region, the Lapland Welfare Region, the Kainuu Welfare Region and the Central Ostrobothnia Welfare Region. A framework agreement will be formed from the procurement, for which two (2) devices will be selected. The devices will be placed in order of priority according to the tender comparison. Orders will be placed from the selected suppliers using the order of priority. The order of priority will be determined based on the tender comparison. The order of priority may only be deviated from in special situations and for a justified reason. The following reasons are considered justified reasons, for example: 1. Different treatment methods and practices of hospitals; For a justified reason, the hospital cannot use the products of the supplier who came first in the order of priority. It is not possible for the hospital to change the treatment method or practice efficiently and quickly. 2. For certain items/devices, different equipment compatibility including delivery assurance; The hospital has another device to be used with the item/device that is not compatible with the product of the first-preferred supplier. 3. Extensive patient material and the patient&39;s individual medical needs; The patient&39;s individual medical needs prevent the use of the product of the first-preferred supplier. 4. Delivery disruptions; or due to delivery disruptions and repeated complaints (in writing three times within three months), if the supplier has not taken corrective measures after the complaint, the purchasing unit may order the products directly from the second-preferred supplier after first informing the first-preferred supplier. 5. Educational aspects. Due to the teaching hospital obligation, the selection must be extensive and the hospital must have a variety of products available for educational purposes. The contracting entities shall primarily aim to comply with the order of priority and not deviate from it for longer or more than is necessary for a justified reason. The procurement agreement is valid for two (2) years, in addition to which there is the possibility of a 1+1 year option. The customer shall decide separately on the use of the options. In addition, the customer shall decide separately on a possible maintenance agreement and its scope after the warranty period. The equipment offered is required to be available for trial use at Pohte&39;s premises. The equipment consumption amounts stated in the request for tender are estimated consumption amounts for the procurement period. The estimated equipment consumption amounts are communicated to the tenderer only to support the submission of a tender. The procurement agreement does not constitute a fixed purchase obligation for the contracting entity, and actual consumption may be higher or lower. The subject of the procurement is described in more detail in the tender documents.
