Expression of Interest:the Power Sector Development Project (psdp) for An Amount of $305 Million- Comprising $188.6 Million Regular Loan (loan 4189) and $20 Million Concessional Loan (loan 4190) From the Asian Development Bank (adb), and the Government Counterpart of $20 Million for the Duties and Taxes (non-cash Contribution) and Png Power Limited’s (ppl) $4.1 Million Was Approved on 15 June 2022. the Original Project Closing Date is 31 December 2027. the Project Will Support Strengthening and Expansion of the Transmission and Distribution System Within Three Main Power Grids (gazelle, Ramu, and Port Moresby) of Png Power Limited (ppl) By (i) Expanding and Upgrading Transmission Lines and Substations in Gazelle, Ramu, and Port Moresby; (ii) Building New Low- and Medium-voltage Power Distribution Lines in Gazelle, Ramu, and Port Moresby; and (iii) Strengthening the Capacity of Ppl, Including Procurement, Safeguards, Project Implementation and Financial Management. the Project Will Contribute to Png’s Objective of Connecting 70% of Its Population to Electricity By 2030 and Will Help Advance Sector Reforms By Strengthening the Financial Management Capacity and Governance Structure of Ppl. the Procurement of Package 1: Expanding and Upgrading Transmission Lines and Substations in Gazelle, Ramu, and Port Moresby is at the Stage of Contract Negotiations; and the Bidding Documents of Package 2 for Building New Low- and Medium-voltage Power Distribution Lines in Gazelle, Ramu, and Port Moresby, is in the Preparation Process. in Addition, a Contract Negotiation with a Construction Supervision Consultant (csc)–to Support Project Implementation–is Underway.
the Consultant Will Support the Pmu/ppl in Procurement of Works, Goods and Consultancies Under the Project. the Consultant Will Review the Procurement Plan, Procurement Methods and Approval Requirements (prior Or Post) in Connection with Procurement of Goods and Works Under the Project, and Advise the Pmu of Its Application; Support and Advise the Pmu in Preparing, Monitoring and Reporting of Annual Procurement Plans for Works and Goods, and in Resolving Any Significant Problems and Issues Arising; Assist Pmu in Procurement of Civil Works, Equipment, Including the Preparation of Specification and Bidding Documents, Tendering and Contract Awards; and Preparing Bids Evaluation Reports in Accordance to Adb’s Procurement Policy 2017 and Procurement Regulations for Adb Borrowers 2017; and Assist Pmu in Contract Management and Administration of the Project.
