Tender description : Expression of Interest:the Power Sector Development Project (psdp) for An Amount of $305 Million- Comprising $188.6 Million Regular Loan (loan 4189) and $20 Million Concessional Loan (loan 4190) From the Asian Development Bank (adb), and the Government Counterpart of $20 Million for the Duties and Taxes (non-cash Contribution) and Png Power Limited’s (ppl) $4.1 Million Was Approved on 15 June 2022. the Original Project Closing Date is 31 December 2027. the Project Will Support Strengthening and Expansion of the Transmission and Distribution System Within Three Main Power Grids (gazelle, Ramu, and Port Moresby) of Png Power Limited (ppl) By (i) Expanding and Upgrading Transmission Lines and Substations in Gazelle, Ramu, and Port Moresby; (ii) Building New Low- and Medium-voltage Power Distribution Lines in Gazelle, Ramu, and Port Moresby; and (iii) Strengthening the Capacity of Ppl, Including Procurement, Safeguards, Project Implementation and Financial Management. the Project Will Contribute to Png’s Objective of Connecting 70% of Its Population to Electricity By 2030 and Will Help Advance Sector Reforms By Strengthening the Financial Management Capacity and Governance Structure of Ppl. the Procurement of Package 1: Expanding and Upgrading Transmission Lines and Substations in Gazelle, Ramu, and Port Moresby is at the Stage of Contract Negotiations; and the Bidding Documents of Package 2 for Building New Low- and Medium-voltage Power Distribution Lines in Gazelle, Ramu, and Port Moresby, is in the Preparation Process. in Addition, a Contract Negotiation with a Construction Supervision Consultant (csc)–to Support Project Implementation–is Underway. the Safeguards Specialist Will Be Responsible for Supporting the Pmu in Preparation, Update, Implementation, Monitoring and Reporting of Environment Safeguards, Resettlement Plans Following the Adb’ S Safeguards Policy Statements-2009 (sps 2009); Support Pmu to Identify and Fulfill the Safeguards Compliances Stipulated in the Loan Documents; Conduct Field Verification for Data; Support in Establishment of Grievance Redress Committee (grc), Ensure the Safeguards Compliances and Submit Semiannual Safeguards Reports and Quarterly Gender Action Plan Updates; Coordinate Among Csc and Contractors to Ensure That the Livelihood of Affected Persons Are Addressed as Per the Sps 2009. on the Gender and Development Aspects, the Consultant Will Support to Implement the Gender Equality and Social Inclusion (gesi) Action Plan. the Consultant Will Also Work with the Pmu to Strengthen the Capacity and Support in Overall Implementation, Monitoring the Project’s Social Development and Gender Action Plans. the Consultant Will Engage in Community Consultations and Help Troubleshot Right of Way and Access Issues with the Contractors, If Any, While Ensuring That Grievance Redressal Mechanism is in Place. consulting Services Budget:consulting Services Budget usd 178,000
