Tender description : Expression of interest for Entrepreneurship Support Project and Improving Skills in Support of Industrialization (peac) the Project for Which Funding is Granted Aims to Develop the Skills Necessary for the Needs of the Economy with a View to Promoting Jobs for Young People and Women in the Construction, Transport, Energy and a Transversal Sector Concerning Ict. Ultimately, He Will Have to Contribute to the Unlocking of Major Constraints Which Slow Down the Development of the Training and Entrepreneurship for Young People and Women in the Country. Specifically, the Project Aims To: (i) Strengthen the National Vocational Training System Through Increased Involvement in the Productive Private Sector; (ii) Facilitate the Professional Integration of Young People Into Industry and in Particular in the Construction, Transport, Energy, Ict and Green Trades Through the Promotion of Entrepreneurship and Productive Self-employment; (iii) Improve the Competitiveness of Businesses and (iv) Strengthen the Institutional Capacities of Actors. Development Bank Group to finance the implementation of the Project to Support the Promotion of Entrepreneurship and the Improvement of Skills in Support of Industrialization or "PEAC". 2. The Project for which funding is being granted aims to develop the skills necessary to meet the needs of the economy with a view to promoting employment for youth and women in the construction, transportation, energy, and cross-sectors related to ICT. Ultimately, it should contribute to overcoming the major constraints hindering the development of the training and entrepreneurship ecosystem for youth and women in the country. Specifically, the Project aims to: (i) strengthen the national vocational training system through increased involvement of the productive private sector; (ii) facilitate the professional integration of young people in industry, particularly in the construction, transportation, energy, ICT, and green sectors, through the promotion of entrepreneurship and productive self-employment; (iii) improve the competitiveness of businesses; and (iv) strengthen the institutional capacities of stakeholders. 3. The Project will be implemented through the following components: (i) Strengthening the national vocational training system; (ii) Promoting entrepreneurship and business competitiveness; (iii) Project coordination and management. 4. The planned procurement methods for services financed with the funds allocated to the project are stipulated below: 4.1 The procurement of the following works and goods will be carried out in accordance with the National Procurement System (SPMP): Works Procurement of the following works: Rehabilitation of the CFPE Sangmélima, CFPE Douala, CFPE Limbé, and CFPR of Buea and the CMTP Akonolinga. Goods Procurement of the following goods: (i) project vehicles; (ii) computer and office equipment; (iii) office furniture; (iv) other miscellaneous equipment for national project coordination and sectoral administration. P a g e 2 | 3 4.2 The following transactions will use the Bank's Procurement Methods and Procedures (MPAB): Works These include the construction of five centers: CNCQ Yaoundé, Village des métiers Soa, CFM Akonolinga, CFM Kribi, and CFM Kousseri. Goods These include, among others, the equipment of: (i) five centers constructed (CNCQ Yaoundé, Village des métiers Soa, CFM Akonolinga, CFM Kribi, and CFM Kousseri); (ii) incubators: Polytechnic Schools of Douala, Maroua, Yaoundé, CFPE Douala, CFPE Limbé, CFPE Sangmélima, and Pépinière d'Edéa; (iii) Additional facilities in the Far North: CMPJ Kaelé, CMPJ Guidages, CPFF Maroua, and five literacy centers; and (iv) Additional facilities: CFPE Sangmélima, CFPE Douala, CFPE Limbé, CFPR Buéa, CFE COMETAL, and CMTP Akonolinga. Consulting Services These include, but are not limited to: a. Consolidation of the PEAC Phase 2 technical studies, including the development of tender documents for the works, technical, environmental, and social studies, the Kousseri CFM, and work monitoring and control; b. Development of curricula, reference materials, training manuals, and trainer training; c. Development of a communication plan, communication materials—documentary films on the project and success stories; d. Development of technical specifications for the training center's equipment and teaching materials and professional equipment for the target incubators, development of tender documents and project management; e. Study on the operationalization of the school-business partnership, including the governance and effectiveness of public training centers, development of a business model for three centers planned for delegated management to the private sector, and study on the private vocational training system and proposed reforms; f. Implementation of a Territorial Jobs and Skills Planning (GPEC-T) system, development of the business model for the target incubators (public centers and GFACs), and capacity building of staff and operationalization of the National Certification and Qualification Framework; g. Development of an administrative and financial procedures manual; h. Audit of accounts and contracts awarded in accordance with the national system; i. Mid-term and final evaluation of the project (project completion report); j. Recruitment of PMU staff (Coordinator, Monitoring, Evaluation and Communication Expert, Procurement Specialist and Assistant, Infrastructure Expert, Administrative and Financial Manager,
