 The Ministry of Finance of Cameroon, with a view to developing the microfinance sector, has initiated a project to strengthen the professionalization of its stakeholders. In this regard, the Government of the Republic of Cameroon has requested and obtained institutional support from the Arab Bank for Economic Development in Africa (BADEA) to cover the cost of the project to design and create a Professional Academy of Microfinance in Cameroon.
For this purpose, it intends to use the funds for eligible payments under the consultant services contract for which this expression of interest is issued.
The project aims in particular to:
- Propose a model for creating an academy that meets the country's needs in the field of microfinance;
- Improve microfinance mechanisms in line with the current situation and the national development strategy in order to adapt best practices in this sector;
- Improve practices in the field of microfinance through the organizational and administrative model of the Academy;
- Strengthen the professional level and efficiency of microfinance institutions through the training programs and services offered by the Academy.
Specifically, the consultant will have to develop studies whose deliverables take into account the following aspects:
a. An inventory of training initiatives and programs at the national level and an inventory of good practices at the international level (tools, strategy, approaches and practices) will be carried out to have a diagnosis and an overview of the existing situation, including types of business models, targets and access conditions; in addition to drawing up an inventory, it is also a question of verifying the complementarity of existing programs or possible overlaps and duplications. This is done through documentary research, interviews and the organization of a workshop;
b. Training needs will be mapped by identified group: the potential needs of the profession in general and the individual needs of each position in the financial institution (credit advisor, cashier, manager); through the organization of 4-day training workshops for the different target groups, rural populations must be explicitly included;
c. Prepare a study report on points a and b which must be written in French and English;
d. Propose an appropriate business model (steering and management body), including ownership structure, with the involvement of key stakeholders, including clarification of infrastructure issues (including digital infrastructure); The findings of the interviews in points a and b should be taken into account;
e. Develop a precise action plan reflecting all activities, with concrete deadlines and those responsible for implementation;
f. Define the areas of the program and learning materials and their dissemination strategy;
g. Establish a budget for the implementation of the action plan, with a mechanism for its financing. The cost estimate is accompanied by a proposal from the funding institution/organization or donor; proposals for a fundraising strategy, a sustainable financing concept for the academy.
h. Develop proposals for accreditation of a new academy or educational measures to be developed, and evaluate their usefulness from the perspective of relevant stakeholders.
i. Establish a monitoring and evaluation framework;
j. Prepare reports in French and English on points d to h above no later than the end of the first phase of the project;
For the pre-qualification of design offices to participate in the related restricted international call for tenders, the Minister of Finance, Contracting Authority, invites consultants (firms) to submit their applications to provide the services described above. Interested consultants (firms) must provide information on their capacity and experience demonstrating that they are qualified for the services (reference of similar services, documentation, experience in comparable missions and availability of key personnel, etc.). Consultants may form a group whose representative is Cameroonian law to increase their chances of qualification.
For the mission, each consultant will have to take into account the bilingual education system (English and French) and multiculturalism in Cameroon. He will also draw on the experience of high-level international experts affiliated with the German Organization for International Cooperation (DSIK) which has prepared and established a strategic framework (2022-2030) to strengthen the stability and development of microfinance and ensure the adoption of best practices in the field of microfinance in the Republic of Cameroon, in order to ensure its compatibility with the aforementioned strategic framework.
The contract execution period will be 18 months, subdivided into two phases as follows:
Ø The initial phase, lasting 09 months, during which the consultant will develop the work plan including cost evaluation, communication program, preparation of training units, training program and implementation of the Academy.
Ø The second phase (pilot phase) lasting 09 months, during which the consultant will practically apply and revise the model developed in the first phase. The consultant will evaluate the said model based on the results obtained, then improve the approach and work plan, and also evaluate the budget for optimal and efficient implementation of the project.
The qualification criteria for consultants are as follows:
a) be a Cameroonian, African or Arab design office; an Arab-Cameroonian or Arab-African group;
b) demonstrate the required administrative and technical capacities, in particular:
- present an administrative file conforming to the specifications of point 6.1 below;
- have or undertake to recruit qualified personnel for the services to be provided;
