Republic of the philippines commission on elections intramuros, manila infrastructure bids and awards committee procurement of the general contractor for the proposed construction of comelec main office building complex at pasay city - phase 1 structural works and exterior finishes i-bac ref. no. 01-2025-ccmob approved budget for the contract abc: P7,023,240,000.00 1. the commission on elections comelec, through the available balance of the multi-year contracting authority myca intends to apply the sum of seven billion twenty-three million two hundred forty thousand pesos php7,023,240,000.00 being the approved budget for the contract abc, to payments under the contract for the procurement of the general contractor for the proposed construction of comelec main office building complex at pasay city - phase 1 structural works and exterior finishes. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the comelec now invites bids for the above procurement project. completion of the works as required in the terms of reference is six hundred thirteen 613 calendar days or until the issuance of certificate of completion, whichever is earlier, for the proposed construction of comelec main office building complex at pasay city. bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 revised implementing rules and regulations irr of republic act ra no. 9184. 4. interested bidders may obtain further information from comelec website comelec.gov.ph and inspect the bidding documents at the address given below from 8:00 am and 5:00 pm. infrastructure bids and awards committee i-bac secretariat election and barangay affairs department ebad, 7th floor, palacio del gobernador, intramuros, manila 5. a complete set of bidding documents may be acquired by interested bidders on 10 october 2025 to 10 november 2025 from the given address above and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of seventy-five thousand pesos p75,000.00. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the comelec website comelec.gov.ph, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. fees may be paid in person at the address specified below or online through fund transfer or account deposit to comelecs landbank of the philippines peso current account as specified below: * peso current account no. 0012-1042-86 in which case, a copy of the transaction slip or deposit slip shall be sent via email by the bidder to bac.infrastructure@comelec.gov.ph immediately upon payment or not later than the submission of their bids. the schedule of bidding activities shall be as follows: activities time venue 1. sale and issuance of bidding documents 8:00 am to 5:00 pm mondays to fridays starting 10 october 2025 i-bac secretariat election and barangay affairs department ebad, 7th floor, palacio del gobernador, intramuros, manila 2. pre-bid conference 17 october 2025 friday, 2:00 pm training room 2, 4th floor, bureau of treasury, palacio del gobernador, intramuros, manila 3. deadline for submission of bids 10 november 2025 monday, 8:30 am i-bac secretariat election and barangay affairs department ebad, 7th floor, palacio del gobernador, intramuros, manila 4. opening of bids 10 november 2025 monday, 10:30 am training room 2, 4th floor, bureau of treasury, palacio del gobernador, intramuros, manila 6. the comelec will hold a pre-bid conference on the scheduled date, time and venue as indicated in paragraph 5 of this ib, which shall be open to all prospective bidders. 7. bids must be duly received by the i-bac secretariat through manual submission at the address indicated in paragraph 5 of this ib on or before 10 november 2025, 8:30 am. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9. bid opening shall be on the time and date and at the given address indicated in paragraph 5 of this ib. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. comelec reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of
