Request for expression of interest reoi consulting services - firm selection republic of the philippines department of agriculture mindanao inclusive agriculture development project project support office assignment title: procurement of technical service provider tsp - phase 2 reference number: miadp-pso-cs-05-2025 the government of the philippines has received financing in the amount of us$ 100,000,000 equivalent from the world bank toward the cost of the mindanao inclusive agriculture development project, and it intends to apply part of the loan proceeds to payments of consultancy services for the procurement of technical service provider tsp - phase 2. the project includes the following active components: i. component 1: ancestral domain planning and social preparation. this component would lay the groundwork for components 2 and 3, through preparatory phase and social preparation phase. the preparatory phase would include procurement of firm as technical service provider, hiring of development facilitators and technical consultants, capacity-building workshops, market orientation, organizational and planning skills training for indigenous people and the ipos. while the social preparation phase would encompass a range of activities that would lead to formulation of the ancestral domain agriculture implementation framework adaif and the sub-subject concept proposals. ii. component 2: resilient ancestral domain agri-fisheries infrastructure. this component aims to increase the resilience of ancestral domains ads by strengthening the commodity value chain infrastructure, including access to markets. it would finance subgrants to lgus for infrastructure subprojects as identified in the adaif and provide technical assistance for implementation. investments to be supported would include a rehabilitation and repair of roads and bridges i.e single lane bridge and suspension footbridge connecting the ads to the market centers; b rehabilitation and repair of access roads one-lane and two-lane between agricultural areas and sitios in the ad; c new and rehabilitation of agricultural tramline systems; d small-scale and solar-powered irrigation system, i.e. spring water development and hydraulic ram pumps; e construction or rehabilitation of potable water systems levels 1 and 2 using energy-efficient systems; and f post- harvest infrastructure for agriculture and fisheries e.g., storage facilities and trading posts. iii. component 3: ancestral domain agri-fisheries production and enterprise development. this component would support registered indigenous peoples organization ipos identified in the adaif to develop agri-fishery enterprises. it would integrate natural resource management, climate-smart agriculture csa practices, conflict sensitivity approaches, and indigenous knowledge systems and practices to ensure investment sustainability and to build climate resilience. technical assistance for such ipos would be provided in: a financial literacy, accounting, procurement, conflict sensitivity, preparation and implementation of climate- informed business plans; b csa practices including use of drought-resistant seeds, greenhouses, crop diversification, integrated pest management, drip irrigation, construction of rain shelters, use of energy-efficient machinery, post-harvest handling, storage, marketing, and processing. these could encompass solar dryers, climate- resilient warehouses, trading posts, and use of small refrigeration equipment and proper packaging to reduce food loss and waste; c field demonstrations for csa and fisheries practices and technologies including access to weather-related information; and d access to finance/credit, markets, and services, and the formation of public- private partnerships. iv. component 4: project management and support, monitoring, and evaluation. this component would finance technical and operational support for project oversight and management, including staffing, office, logistical and administrative requirements. beyond standard project management support-financial management, procurement, environment and social impact management, mis and monitoring and evaluation m&e-specific support would be provided for geotagging and geo- mapping, information advocacy, communication and education, knowledge management, grievance redress, and conflict sensitivity. the period of engagement will take eight 8 months from the issuance of the notice to proceed in support to ancestral domain areas in different regions of mindanao. the department of agriculture-mindanao inclusive agriculture development project da-miadp now invites eligible consulting firms consultants to indicate their interest in providing the services. interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. procurement of
