                                                    General notice of procurement :  Drinking water supply project for the city of kara and its surrounding areas

The Togolese Republic has obtained financing in the amount of 23.12 million Euros in the form of a semi-concessional loan "Installment Sale" from the Islamic Development Bank to finance the drinking water supply project for the city of Kara and its surrounding areas and intends to use part of this financing to make payments for the acquisition of goods, works and related services and consulting services required for this project.
The project will include the following components:
Component A: Water Supply Infrastructure Development
Component B: Consultancy Services for Works Supervision
Component C: Institutional Support, Project Management and Capacity Building
Component D: Financial Audit
Component E: Contingency Emergency Response (CREC)
Procurement financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Projects Financed by the Islamic Development Bank (April 2019 edition revised in February 2023), and is open to all eligible bidders as defined in these Guidelines. Procurement of consulting services will be carried out in accordance with the Guidelines for the Procurement of Consulting Services under Projects Financed by the Islamic Development Bank (April 2019 edition, revised in February 2023).
Works contracts
The award of works contracts: (construction of raw water catchment station ST5 & raw water pipeline; construction of raw water storage tank; construction of pumping station and water pipeline; construction of Assoli-2 water supply network system; rehabilitation of water supply network in the perimeter of the TdE beneficiary of the project) will be carried out by International Competitive Bidding limited to member countries (ICB/MC) with prequalification.
The construction of the SP-EAU headquarters will be done by National Competitive Bidding (NCB)
Selection of Consultants
The recruitment of consulting firms for the review of studies, supervision and control of storage works will be open to member countries using the selection method based on quality and cost limited to firms from member countries (QCBS/MC)
The implementation of the GIS and deployment for asset management will be open to member countries using the selection method based on the qualifications of consultants limited to member countries (CQS/MC).
For the financial audit of the project, architectural and technical studies, control and supervision of the construction works of the SP-EAU headquarters, the least cost selection method (LCS) will be used among local firms. As for communication on the project, recruitment will be carried out using the selection method based on the qualifications of the Consultant (CQS/LC).
Specific procurement notices for acquisitions to be carried out by International Competitive Bidding (ICB) or International Competitive Bidding reserved for member countries (ICB/PM) and calls for expressions of interest for consultancy services will be published as they become available, on the IsDB website, on the UN Development Business portal (UNDB Online) or on DgMarket, on the Togo public procurement portal, the Togo public procurement journal, in the national daily newspaper Togo Presse, on the SP-EAU website.
The prequalification of companies is planned for the following contract: Works for the collection of raw water from source S5 and construction of the water storage reservoir.
