                                                    Request for Proposal :   recruitment of an administrative and financial manager within the management unit of the acceleration of digital transformation project in cameroon (patnuc) funding: ida: 69870-cm 
The Government of Cameroon has received a USD 100 million loan from the World Bank to implement the Cameroon Digital Transformation Acceleration Project (PATNUC). PATNUC is under the supervision of MINPOSTEL and aims to increase digital inclusion and the use of digital agricultural solutions by smallholder farmers in target agricultural value chains.
PATNUC is structured around 4 components: (i) Digital strategy, public policy and regulation for inclusion and digital transformation; (ii) digital connectivity and inclusion; (iii) facilitating the implementation of data-driven digital solutions in the agricultural sector ; and (iv) project management and citizen engagement . Thus, the government, through SND30, aims to truly initiate the structural transformation of the Cameroonian economy , which will be based on the modernization of the agricultural sector (agriculture, livestock, fisheries and aquaculture) through improving the productivity and competitiveness of family farms and promoting a dynamic of genuine industrialization. The modernization of the agricultural sector will have to rely on the constantly evolving digital ecosystem in the country, which is paving the way for the digital economy. The project, which has been in force since February 1, 2023, is thus entering its operational phase.
PATNUC activities are organized around four components: a) Component 1: Digital Strategy, Public Policy and Regulation; b) Component 2: Digital Connectivity; c) Component 3: Strengthening Disruptive Agricultural Technologies (DAT) for Agricultural Transformation; d) Component 4: Project Management and Citizen Engagement.
As part of the implementation of PATNUC activities, the recruitment of an Administrative and Financial Manager is planned. It is with this in mind that the National Coordinator of PATNUC is launching this Call for Applications .
2. Consistency of the New Services (Addendum)
Reporting to the Project Coordinator, he is responsible for the implementation, supervision and control of Project actions on the administrative, financial and accounting levels. 
His or her main functions will be to:
-         Organize, lead, and execute the controls necessary for standardized management in a permanent and exhaustive, objective, relevant, reliable, and useful manner;
-         Contribute effectively to the management of the Project;
-         Assist the Coordinator in the financial monitoring and effective implementation of Project activities.
More specifically, in addition to the additional tasks that the Coordinator may assign to him, the Administrative and Financial Manager will be responsible for the following tasks:
(a) At the administrative level           
- Responsible for the administrative and logistical monitoring of project activities
- Ensures the application of administrative procedures
(b) In terms of personnel management          
- Participates in the recruitment of support staff
- Ensures the opening and proper maintenance of the personnel register and individual files, approves salary statements
- Checks tax and social security declarations related to payroll
- Conducts the evaluation of accounting and financial staff
- Maintains the staff evaluation system 
- Implements and monitors sanctions in accordance with the texts in force
- Develops and manages the staff training plan
(c) At the budgetary level        
- Contributes in liaison with technical managers to the coordination of the budget development process
- Ensures the proper execution of budgeted expenses.
- Prepares quarterly and annual budget control reports, analyzes variances;
- Contributes to the preparation of all necessary documentation for the quarterly, semi-annual or annual review of project execution plans 
(d) Financial and disbursement
- Prepares and has approved by the Coordinator all files that could result in the disbursement of funds;
- Monitors the evolution of financial resource commitments; 
- Oversees the establishment of DRFs and DPDs for transmission to donors and ensures that an acceptable level of cash is maintained to enable real-time payment for activities
- Monitors financial transactions of designated accounts (commitments, withdrawals, settlements, bank reconciliation statements) of the project and direct payments;
- Ensures the financial balance of the project and the permanent maintenance of an adequate level of liquidity which makes it possible to avoid cash flow tensions
- Ensures financial relations with the Autonomous Amortization Fund (CAA), banks and donors 
(e) In accounting terms          
- Is responsible for the quality and coordination of accounting work;
- Is responsible for the correct allocation of expenses to the various sources of financing;
- Responsible for the timely preparation of general ledgers, balance sheets and balance sheets, expense justification reports and consolidated accounting and financial reports (RSF and annual financial statements);
- Checks monthly bank reconciliations and ensures proper monitoring of bank accounts and cash registers;
- Comments on audit reports.
