Invitation to bid for the early procurement activity epa for the procurement of supply and delivery of brass and g.i. fittings requirement for the year 2026 1. the santa maria water district smwd, through the corporate operating fund for the year 2026 intends to apply the sum of eight million nine hundred twenty-five thousand five hundred eighty-two pesos P8,925,582.00 being the abc to payments under the contract for the procurement of supply and delivery of brass and g.i. fittings requirement for the year 2026 with identification no. smwd-pb2025-g-11-015. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the santa maria water district smwd now invites bids for the procurement of brass and g.i. fittings requirement for the year 2026 using the early procurement activity epa. delivery of the goods is expected to follow a staggered schedule to ensure timely distribution throughout 2026. bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instruction to bidders. 3. bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4. interested bidders may obtain further information from santa maria water district and inspect the bidding documents at the address given below from 8:00 am to 5:00 pm. 5. a complete set of bidding documents may be acquired by interested bidders on november 13, 2025 to december 03, 2025 from the address given below, upon payment of applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of ten thousand pesos p 10,000.00. it may also be downloaded free of charge from the website of the philippine government electronic procurement systems philgeps and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. the santa maria water district smwd will hold a pre-bid conference on november 21, 2025 1:00 pm at 3rd floor - bac room, smwd building, no. 302 j.p. rizal st., poblacion, santa maria, bulacan, which shall be open to prospective bidders. 7. bids must be duly received by the bids and awards committee bac secretariat through manual submission, or any freight service at the office address indicated below on or before 12:00 pm on december 03, 2025. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 9. bid opening shall be on december 03, 2025 1:00 pm at address given below. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. the summary of the bidding activities is as follows: advertisement/posting of invitation to bid november 13, 2025 to november 20, 2025 issuance and availability of bid documents november 13, 2025 to december 03, 2025 pre-bid conference november 21, 2025 @ 1:00 p.m last day of submission of written clarification november 24, 2025 last day of issuance of bid bulletin if any november 26, 2025 deadline for submission of bids december 03, 2025 @ 12:00 p.m opening of bids december 03, 2025 @ 1:00 p.m 11. the santa maria water district reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with sections 35.6 and 41 of the 2016 revised irr of ra no. 12009, without thereby incurring any liability to the affected bidder or bidders. 12. for further information, please refer to: maria lourdes v. german bac secretariat - 3rd floor smwd building no. 302 j.p rizal st., poblacion, santa maria, bulacan cp 0917-138-8683 or 044815-3238 email address: smwdbulacan@yahoo.com website: smwdbulacan.gov.ph 13. for viewing and downloading of bidding documents you may visit: http://notices.philgeps.gov.ph https://smwdbulacan.gov.ph date of issuance of bidding documents: november 13, 2025 sgd maria leonora s. romarate chairperson, smwd bids and awards committee
