Invitation to Bid ITB :Construction of the pasig-potrero bridge long-term solution package 1a-bridge solution
1. the bases conversion and development authority bcda, through the 2026 proposed corporate operating budget, intends to apply the sum of two billion five hundred thirteen million eight hundred forty nine thousand four hundred forty three and 46/100 php2,513,849,443.46 inclusive of all applicable taxes and fees being the approved budget for the contract abc to payments under the contract for the construction of the pasig-potrero bridge long-term solution package 1a-bridge solution. bids received in excess of the abc shall be automatically rejected at bid opening. 2. bcda, now invites bids for procurement of the construction of the pasig-potrero bridge long-term solution package 1a-bridge solution that includes the following scope of works: 2.1 installation, subsequent dismantling, and transport of temporary bents to the bcda designated storage area. 2.2 demolition of existing bridge structures piers, pile caps and bored piles and construction of new bridge structures piers with 44.50 meters height, pile caps on bored piles with lean concrete and bearing seat. 2.3reinforcement of existing steel girders. 2.4 construction and removal of temporary cofferdam. 2.5 removal and disposal of temporary diversion channel. 2.6 provision of facilities for the engineer and other general requirements. completion of the works is required within 900 calendar days. bidders should have completed, within fifteen 15 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, section ii - instruction to bidders itb. 3. bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the irr, otherwise known as the new government procurement act ngpa. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines. 4. interested bidders may obtain further information from bcda and inspect the bidding documents at the address given below from 19 november 2025 to 12 january 2026 from 8:00 am to 5:00 pm and on 13 january 2026, from 8:00 am to 9:00 am. 5. a complete set of bidding documents may be acquired by interested bidders on 19 november 2025 to 12 january 2026 from 8:00 am to 5:00 pm and on 13 january 2026, from 8:00 am to 9:00 am from the address below upon payment of the applicable fee for the bidding documents, in the amount of seventy-five thousand php75,000. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of the procuring entity, provided that bidders shall pay the non-refundable fee for the bidding documents not later than the submission of their bids. 6. bcda will hold a pre-bid conference on 28 november 2025, 10:00 am, at bcda corporate center 2nd floor bonifacio technology center, 31st street corner 2nd avenue, crescent parkwest bonifacio global city and/or through video conferencing via zoom, https://bcda-gov-ph.zoom.us/j/81714388199?pwd=bjtyqmn7ojmf8hohanbmcibc4x3qbu.1, which shall be open to prospective bidders. 7. bids must be duly received by the bids and awards committee bac secretariat through manual submission at the address indicated below on or before 13 january 2026, 9:00 am. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 9. bid opening shall be on 13 january 2026, 10:00 am at bases conversion and development authority, bcda corporate center 2nd flr bonifacio technology center, 31st street corner 2nd avenue, crescent parkwest bonifacio global city and/or via zoom, https://bcda-gov-ph.zoom.us/j/84453095667?pwd=jgedgajku55t2toix3xooxo5spg8dk.1 . bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10. bcda reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of r.a. no. 12009, without thereby incurring any liability to the affected bidder or bidders. 11. for further information, please refer to: tina rose r. villa head secretariat, bac for infrastructure projects bases conversion and development authority bcda corporate center 2nd flr bonifacio technology center, 31st street corner 2nd avenue, crescent parkwest, bonifacio global city tel: 02 8575-1789 email: bac-isec@bcda.gov.ph website: www.bcda.gov.ph 12. you may visit the following websites: for downloading of bidding documents: www.bcda.gov.ph/bids date of issue: 19 november 2025 sgd atty. elvira v. estanislao chairperson bids
