General Procurement Notice For: Accelerating Sustainable and Clean Energy and Digital Access Transformation in Sudan
1. The Eastern and Southern African Trade and Development Bank (TDB) has received financing in the amount of US$ 76,300,000.00 million equivalent from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy and Digital Access Transformation in Sudan Project and intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project.
2. The Accelerating Sustainable and Clean Energy Access Transformation Sudan (ASCENT-Sudan) is part of phase 11 of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) in Eastern and Southern Africa Multi-Phase Programmatic Approach (MPA) (P180547). Phase 11 utilizes the Results Based Financing (RBF) mechanism established by the Trade and Development Fund (TDF), a subsidiary of the Trade and Development Bank (TDB), under Phase 6 Regional Energy Access Financing Platform (P181328). The RBF mechanism was established to support frontier markets and fragility and conflict contexts like Sudan to deliver access to energy services. Phase 11 will also utilize the ASCENT regional platform established at COMESA Secretariat to provide coordination, advisory and technical assistance support to all stakeholders. This phase also draws upon Inclusive Digitalization in Eastern and Southern Africa (IDEA MPA, P502532) to maximize alignment in delivery of energy and digital connectivity. The project will include the following components:
2.1 Components 1-3 of the ASCENT Sudan Project will be implemented through the Results-Based Financing (RBF) mechanism managed by TDF under TDB’s Regional Energy Access Financing platform. The RBF will provide performance-based grants to eligible private companies, including telecom operators for Component 1 and solar energy providers for Components 2 and 3—to expand access to clean energy and digital services in priority states (initially Northern, Kassala, Gadaref, and River Nile). Grants will be disbursed in tranches upon independent verification of pre-agreed results, such as new connections, functioning systems, and sustained service delivery, thereby reducing upfront costs and risks for firms while maintaining affordability for end users. All grants will be implemented in accordance with the RBF Operations Manual and Grant Management Manual, which define eligibility criteria, technical solutions, payment milestones, and verification protocols to ensure transparency and effective delivery.
2.2 Component 1: Increased Access to Energy and Digital Services (US$ 35 million equivalent)
This component will support expansion of off-grid energy and digital connectivity through Results-Based Financing (RBF) grants to private companies—including telecom operators, satellite providers, and solar firms—to deliver solar-powered telecom towers, community Wi-Fi and charging solutions, and distributed renewable energy systems for households and productive uses in underserved and displacement-affected areas.
2.3 Component 2: Solar-based electricity for Irrigation and Agro-business (US$ 15 million equivalent)This component will finance solar-powered distributed energy solutions for farmers and agri-businesses, including solar irrigation systems, cold storage, and agro-processing technologies. The component aims to enhance agricultural productivity, reduce fossil fuel use, and strengthen climate resilience through partnerships with cooperatives and SMEs engaged under the Enhancing Community Resilience Project.
2.4 Component 3: Solar-based electricity For Public Facilities (US$ 15 million equivalent) This component complements ongoing World Bank-supported operations, including the Community Resilience Project (P181490), the Health Project (P504629), and the Education Project (P504621)—to provide new or improved electricity supply to public facilities and strengthen integrated service delivery at the community level. It will finance the deployment of reliable solar photovoltaic systems, battery energy storage systems (BESS), and digital connectivity solutions for essential public services such as health centers, schools, and community facilities. Priority will be given to powering critical infrastructure, including vaccine storage, maternal health care, and education facilities, in close coordination with ongoing World Bank and humanitarian initiatives to ensure continuity and sustainability of basic services.
2.5 Component 4: Program Management, Technical Assistance and Capacity Building (US$11.3 million) This component will cover project management costs, monitoring, and technical assistance to strengthen TDF and TDB implementation capacity. It also supports regulatory assessments, policy analysis, gender mainstreaming (including the Women in Energy Forum–Sudan), and collaboration with COMESA’s ASCENT Regional Platform for coordination, learning, and impact monitoring.
3.0 The goods, non-consulting services and consulting services expected to be procured through open international competitive procurement under this Component 4 of this Project include:
