Republic of the philippines city of manila office of the city mayor bids and awards committee invitation to bid no. 2025-05 1 the city government of manila, through the 20% cdf fy 2026, special education fund fy 2026 and trust fund fy 2025, intends to apply the following amounts for the following proposed projects: a. contract id : 2026-cdf-01 contract name : construction of binondominium 2 approved budget for the contract : P 380,000,000.00 contract duration : 480 calendar days cost of bidding documents : P 45,000.00 b. contract id : 2026-cdf-02 contract name : construction of pamantasan ng lungsod ng maynila - college of allied health sciences building approved budget for the contract : P 1,067,000,000.00 contract duration : 720 calendar days cost of bidding documents : P 75,000.00 c. contract id : 2026-cdf-03 contract name : drainage improvement within the city of manila following the master drainage plan approved budget for the contract : P 120,813,707.40 contract duration : 360 calendar days cost of bidding documents : P 30,000.00 d. contract id : 2026-cdf-04 contract name : redevelopment of manila city hall grounds and perimeter approved budget for the contract : P 100,000,000.00 contract duration : 300 calendar days cost of bidding documents : P 30,000.00 e. contract id : 2026-sef-01 contract name : completion of ten10-storey school building at ramon magsaysay high school approved budget for the contract : P 950,000,000.00 contract duration : 360 calendar days cost of bidding documents : P 75,000.00 f. contract id : 2026-sef-02 contract name : completion of six6-storey school building at isabelo delos reyes elementary school approved budget for the contract : P 290,000,000.00 contract duration : 360 calendar days cost of bidding documents : P 40,000.00 g. contract id : 2026-sef-03 contract name : installation of aircon units and upgrading of school electrical system at aurora a. quezon elementary school approved budget for the contract : P 60,000,000.00 contract duration : 120 calendar days cost of bidding documents : P 30,000.00 h. contract id : 2025-tf-03 contract name : renovation of san nicolas health center approved budget for the contract : P 20,000,000.00 contract duration : 180 calendar days cost of bidding documents : P 20,000.00 2 bids received in excess of the abc shall be automatically rejected at bid opening. 3 bidders should have completed contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instruction to bidders itb. 4 bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the irr, otherwise known as the new government procurement act ngpa. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines. 5 interested bidders may obtain further information from city government of manila and inspect the bidding documents at the address given below from 7:00 a.m. to 4:00 p.m. 6 a complete set of bidding documents may be acquired by interested bidders on december 19, 2025 - january 20, 2026 from the address below and upon payment of the abovementioned applicable fees for the bidding documents, pursuant to the latest guidelines issued by the gppb. 7 the city government of manila will hold a pre-bid conference on january 6, 2026, 1:00 p.m. at conference room of city general services office, 4th floor rm. 442, manila city hall building, a.j. villegas st., ermita, manila, or through video conferencing which shall be open to prospective bidders. 8 bids must be duly received by the bids and awards committee bac secretariat through manual submission at the address indicated below on or before january 20, 2026, 10:00 a.m. late bids shall not be accepted. 9 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16. 10 bid opening shall be on january 20, 2026, 1:00 p.m. at conference room of city general services office, 4th floor rm. 442, manila city hall building, a.j. villegas st., ermita, manila. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 11 the bac and all concerned are hereby enjoined to strictly follow the provision stipulated in the implementing rules and regulations of republic act no. 12009, section 61.1, as follows: members of the bac, its staff and personnel, secretariat, and twg, as well as observers, are prohibited from making or accepting any communication with any bidder regarding the evaluation of their bids until the issuance of the notice of award. however, the bac, through its secretariat, may ask the bidder in writing for clarification of its bid. all responses to requests for
