Invitation to Bid ITB :Procurement of mortar 60mm and 81mm for the philippine army
Procurement of mortar 60mm and 81mm for the philippine army project nr: dnd/pa- mortar-26-01 1 the department of national defense/armed forces of the philippines dnd/afp, through the afp modernization act trust fund, intends to apply the sum two billion five hundred sixty-five million P2,565,000,000.00, being the approved budget for the contract abc for the procurement of mortar 60mm and 81mm for the philippine army. bids received in excess of the abc shall be automatically rejected in bid opening. 2 the dnd/afp now invites bids for the procurement of mortar 60mm and 81mm for the philippine army. delivery of the goods is required within seven hundred twenty 720 calendar days from issuance of notice to proceed. bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3 bidding will be conducted through competitive bidding procedures using non-discretionary pass/fail criteria as specified in the irr of ra 12009. bidding is open to all eligible bidders, whether local or foreign, subject to conditions for eligibility provided in the irr. 4 interested bidders may obtain further information from the dnd-bids and awards committee 1 secretariat and inspect the bidding documents at the address given below from 8:00 am to 5:00 pm, monday to friday, excluding holidays. 5 a complete set of bidding documents may be acquired by interested bidders starting on january 21, 2026 from the address given below, upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of seventy-five thousand pesos php75,000.00. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. subject to section 48 access to information of the irr of ra 12009, the disclosure of the specific components of the bidding documents, such as, the technical specifications, requirements and components, would be provided and disclosed after purchase of bidding documents or during the conduct of pre-bid, subject to the submission of a non-disclosure agreement prior to the purchase of bidding documents or conduct of the pre-bid proceedings. 6 the dnd bac 1 will hold a pre-bid conference on january 29, 2026 at 10:00 am at dnd bac conference room, basement, left wing, dnd building, camp general aguinaldo, quezon city and/or through video conferencing via webex, which shall be open to prospective bidders. 7 bids must be duly received by the bids and awards committee bac secretariat through manual submission at the office address indicated below, on or before february 12, 2026 at 10:00 am. late bids shall not be accepted. 8 all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 16.1. 9 bid opening shall be on february 12, 2026 at 10:00 am at the dnd bac conference room, basement, left wing, dnd building, camp general aguinaldo, quezon city and/or via webex. bids will be opened in the presence of the bidders representatives who choose to attend the activity. 10 in relation to item numbers 6 and 9 above, if interested bidders decide to join such online meetings, they must inform the bac secretariat of such intention two 2 days before the scheduled activity. 11 the procuring entity reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of r.a. no. 12009, without incurring any liability to the affected bidder or bidders. 12 for further information, please refer to: engr. rhodora b. hecomo dnd bac 1 secretariat basement left wing, dnd building camp general emilio aguinaldo, quezon city, philippines 1110 telefax: 6328421-3531 email address: bac1@dnd.gov.ph 13 you may visit the following websites: for downloading of bidding documents: philgeps.gov.ph dnd.gov.ph
