Invitation to bid for the procurement of supply and delivery of foliar inorganic fertilizer by lot 1. the department of agriculture-western visayas, through the general appropriations act of 2026 intends to apply the sum of seven hundred seventeen million three hundred fifty five thousand eight hundred pesos php717,355,800.00 being the approved budget for the contract abc to payments under the contract for procurement of supply and delivery of foliar inorganic fertilizer by lot/ib no. 2026-031 gas. description abc lot 1 P53,080,800.00 lot 2 P111,977,300.00 lot 3 P150,174,600.00 lot 4 P26,914,400.00 lot 5 P375,208,700.00 total P717,355,800.00 bids received in excess of the abc shall be automatically rejected at bid opening. 2. the department of agriculture-western visayas now invites bids for procurement of supply and delivery of foliar inorganic fertilizer by lot with the following specifications: lot 1 province of aklan foliar inorganic fertilizer containing n = 25-35% with humic acid 16,809 ha area covered foliar inorganic fertilizer containing n = 14%, p = 14%, k = 14% with magnesium and zinc 14,415 ha area covered lot 2 province of antique foliar inorganic fertilizer containing n = 25-35% with humic acid 38,485 ha area covered foliar inorganic fertilizer containing n = 14%, p = 14%, k = 14% with magnesium and zinc 27,384 ha area covered lot 3 province of capiz foliar inorganic fertilizer containing n = 25-35% with humic acid 48,769 ha area covered foliar inorganic fertilizer containing n = 14%, p = 14%, k = 14% with magnesium and zinc 39,569 ha area covered lot 4 guimaras foliar inorganic fertilizer containing n = 25-35% with humic acid 8,536 ha area covered foliar inorganic fertilizer containing n = 14%, p = 14%, k = 14% with magnesium and zinc 7,296 ha area covered lot 5 province of iloilo foliar inorganic fertilizer containing n = 25-35% with humic acid 133,375 ha area covered foliar inorganic fertilizer containing n = 14%, p = 14%, k = 14% with magnesium and zinc 87,336 ha area covered terms and conditions: * must be fpa registered; * with attached brochure protocol with trial results of the product offered indicating the number of pack/bottles in full application requirement per hectare; * product packaging offered on a per-hectare basis shall be available in multiple packaging to accommodate smaller land areas; see attached drop-off; * must replace any damage packaging upon delivery within 7 calendar days upon notice; * with da logo and labelled not for sale; * supplier must conduct orientation/briefing on the product protocols to rice cluster beneficiary delivery of the goods is required within 30 calendar days from receipt of notice to proceed for the first batch and july - august 2026 for the second batch and to be delivered at the attached drop off points. bidders should have completed, within three 3 years 2023-present from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii instructions to bidders. 3. bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the irr of ra no. 12009. bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. the prospective bidder must be registered in the philgeps. 4. interested bidders may obtain further information from department of agriculture - visayas and inspect the bidding documents at the address given below during office hours, 8:00 a.m. to 5:00 p.m. 5. a complete set of bidding documents may be acquired by interested bidders on january 31, 2026 - february 24, 2026 from the given address and websites below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the following amount: lot cost of bidding documents lot 1 P50,000.00 lot 2 P50,000.00 lot 3 P50,000.00 lot 4 P25,000.00 lot 5 P50,000.00 the procuring entity shall allow the bidder to present its proof of payment for the fees to be presented in person. it may also be downloaded free of charge from the website of the philippine government electronic procurement system philgeps and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6. the department of agriculture-western visayas will hold a pre-bid conference at 1:30 p.m. on february 9, 2026 at the 3rd floor, bac bidding room, department of
