The Government of the Republic of Chad has received a grant from the International Development Association (IDA) in the amount of sixty million four hundred ninety-six thousand five hundred twenty-three dollars (USD 60,496,523) to finance the activities of the Health Security Program in West and Central Africa Phase III (HESP-3) and intends to use part of this grant to make payments for rehabilitation work, goods and services other than consultant services, to be carried out under this program. HESP-3 is financed entirely by the International Development Association (IDA).
HESP III aims to increase regional collaboration and health system capacities to prevent, detect and respond to health emergencies in West and Central Africa.
The project is structured around four main components:
Component 1: Prevention of health emergencies (USD 2.2 million)
Strengthens health governance, strategic planning (NAPHS), zoonotic disease prevention, legislative adaptation, and activation of the "One Health" program.
Key activities:
Mapping of healthcare resources
Management plans for zoonoses (swine fever, brucellosis, etc.),
Regulatory frameworks for the National Institute of Public Health (INSP) and the Animal Emergency Operations Centre (AHEOC),
Support for RAM, hygiene (WASH), community campaigns and gender integration.
Component 2: Detection of health emergencies (USD 27.8M)
Develops an integrated system for monitoring, diagnosing, and managing health data.
Key activities:
Acquisition of 30 vehicles for collaborative surveillance at the provincial level, surveillance and REPIMAT
Recruitment of an international firm to evaluate IRED's management system
Multi-sectoral surveillance at points of entry,
Strengthening of laboratories (3 new reference centers),
Equipment, biosecurity, sample transport, genomic sequencing,
Deployment of specialized human resources (epidemiologists, veterinarians, IPC),
Training and harmonization of curricula in human, animal and environmental health.
Component 3: Emergency Health Response (USD 22.7M)
Enables a rapid and coordinated response in the event of a crisis.
Key activities:
Purchase of vaccines (Measles, yellow fever, diphtheria, meningitis, rabies, etc.); reagents, PPE and laboratory consumables (CECOQDA), reagents for the 10 provincial laboratories and biosafety reagents and equipment for sentinel laboratories and sites (RAM)
Equipment for the two call centers
Construction of 3 centers of excellence
Recruitment of an international firm for a technical study of the centers of excellence
Multi-sectoral planning, simulation exercises
Real-time digital alert network and emergency call center
Maintaining essential health services (PPE, WASH, telemedicine, digital systems)
Construction of three integrated epidemic management centers (North, South, N'Djamena)
Support for refugees and host communities, in connection with other projects (SWEDD+, HeSP-2, SPJ)
Integrated climate-resilience approach.
Component 4: Program Management and Institutional Capacity (USD 7.3M)
Supports the effective implementation of the project at the central and decentralized levels.
Key activities:
Capacity building in monitoring and evaluation, procurement, financial management and safeguards;
Support for technical staff and consultants;
Funding for digital coordination tools (computers, tablets, multimedia rooms in the 23 provinces);
Communication activities, cross-country learning and advocacy.
Component 5: Emergency Response Component (CERC) – (initially USD 0)
This mechanism can be activated quickly in the event of a serious emergency, to respond flexibly according to DPA procedures.
IDA-financed contracts will be awarded in accordance with the procedures specified in the Procurement Regulations for Borrowers under Investment Project Financing from the Bank (the Regulations), dated September 2025. Following negotiations, the World Bank will publish on its website the initial procurement plan and all updates that have received its prior notice of no objection.
Specific notices of procurement contracts which will be awarded in accordance with the World Bank's international competitive bidding procedures will be published progressively as they become available on the World Bank website, the Ministry website, the UGP website and in local and international newspapers.
