1.introduction
wellbornspecial Utility District (“district”) is Soliciting Statements Ofqualifications (“soqs”) From Qualified Engineering Firms Interested Inproviding Professional Engineering Services to the District.
thedistrict Intends to Establish a Pool of Prequalified Engineering Firms Toprovide Services on An As-needed Basis Under a Master Services Agreement (msa)with Project-specific Task Orders.
thedistrict Anticipates Selecting Approximately Five (5) to Eight (8) Firms,although the District Reserves the Right to Select More Or Fewer Firms Based Onthe Qualifications Received.
selectionof Engineering Services Will Be Conducted in Accordance with the Texasprofessional Services Procurement Act (texas Government Code Chapter 2254)based on Demonstrated Competence and Qualifications.
issuanceof This Rfq Does Not Obligate the District to Award Any Contract.
2.district Background
wellbornspecial Utility District Provides Potable Water Service in Brazos and Robertsoncounties, Texas.
thedistrict Currently Serves Approximately 10,300 Connections Through An Extensivewater System Consisting of Approximately 500 Miles of Distribution Pipeline.
watersupply Sources Include:
groundwater From the Simsboro Aquifer
groundwater From the Yegua-jackson Aquifer
surface Water From the Navasota River
purchased Water From the City of Bryan
majorsystem Infrastructure Includes:
one (1) Surface Water Treatment Plant
seven (7) Groundwater Wells
six (6) Elevated Storage Tanks
eight (8) Pump Stations
approximately 500 Miles of Distribution Pipeline
thedistrict is Currently Constructing Three Additional Groundwater Wells Andassociated Transmission Infrastructure to Support Continued Growth Andlong-term System Reliability.
3.scope of Engineering Services
thedistrict Seeks Engineering Firms Capable of Supporting a Wide Range of Waterutility Engineering Services.
firmsmay Submit Qualifications for One Or More of the Following Service Categories.

thedistrict Reserves the Right to Initiate Additional Projects During the Contractterm.
5.contract Structure
selectedfirms Will Enter Into a Master Services Agreement (msa) with the District.

work Authorized Through Project-specific Task Orders
compensation Negotiated Individually for Each Assignment
thedistrict May Maintain Agreements with Multiple Firms Simultaneously.
nominimum Amount of Work is Guaranteed.
thedistrict Reserves the Right to Continue Utilizing Its Current Consultingengineer While Also Engaging Additional Qualified Firms as Appropriate.
6.task Order Selection Process
whenengineering Services Are Required, the District May Utilize One of Thefollowing Methods to Select a Firm From the Qualified Pool:

thedistrict May Select a Firm Based on Expertise, Availability, Past Performance,and Project Type.

thedistrict May Request Proposals From Two Or More Qualified Firms for a Specificproject.
