the Subject of This Open Procedure is the Selection of a Contractor for the Implementation of Construction and Installation Works for the Site: "construction of a Kindergarten for Four Groups of Children From 3 to 7 Years, Two Groups for Children From 2 to 3 Years, a Music Hall, a Kitchen Block, Administrative and Service Premises in Upi Iii - for a Unified Childcare Facility, Quarter 11, Ovcha Kupel 1 Residential Complex, 4th, 5th and 6th M.r., District Ovcha Kupel, Sofia." the Technical Specifications Are An Integral Part of the Documentation for Participation in the Public Procurement for Construction, Along with the Contractual Conditions, Working Drawings, and Quantity Calculations. the Specifications Are Intended to Clarify and Develop the Requirements for the Execution of the Construction Works That Are the Subject of the Construction Contract. in Case of Ambiguities in the Quantity Calculation (qc), Or Contradictions Between the Specifications and Qc, the Technical Specifications Shall Prevail. the Project Must Be Executed in Compliance with the Conditions of the Public Procurement Contract, the Applicable Norms for the Execution of Such Type of Construction, and the Current Bulgarian Legislation in This Area. If a Trademark Or Company Name is Recorded in the Project Or in the Quantity Calculation, It Shall Be Considered That An Equivalent May Be Used. the Construction is Classified as a Fourth Category According to Article 137, Paragraph 1, Item 4, Letter "b" of the Spatial Development Act. the Maximum Capacity of the Kindergarten is 2 Nursery Groups of 20 Children Each and 4 Kindergarten Groups of 25 Children Each, Or a Total of 140 Children. the Building is Planned to Be Located at the Northern End of the Property, Thus Ensuring Maximum Size and Favorable Exposure of the Yard and Rooms for Children. the Main Access to the Building Will Be From the Street at the Northwestern End of the Property, Where the Building for Security and Access Control for the Reception of Children Will Also Be Located. a Second Entrance-exit for the Property is Planned From the Adjacent Street to the East, Which Will Be for Service Use and Delivery of Supplies and Food Products. the Building is Designed with Four Sections with a Common Service Corridor and Vertical Communications, with the First Section Being Two Stories High with Two Kindergarten Groups on Each Floor, the Music Hall, and the Administrative Premises. in the Second Single-story Section, the Two Groups for Children Aged 2 to 3 Years and the Room for the Subscriber Station Are Located. the Third Single-story Section is Entirely Occupied By the Kitchen Block and Laundry Facilities. An Amphitheater Space for Childrens Performances is Planned in Front of the Music Hall. Central Heating Will Be Provided From the Heating Network of Sofia, Which Will Also Supply Hot Water for Domestic Needs. Throughout the Building, Heating Will Be Provided Through Underfloor Heating, and for the Summer Season, An Air Conditioning System is Planned for Cooling, Which Will Also Be Used in Emergency Situations for Heating. New Independent Outdoor Play Areas Are Planned for All Groups. An Elevator Compliant with the Rules and Regulations for the Selection of Such for People with Disabilities is Also Planned to Ensure Accessible Environments for the Entire Building. the Roofs of the Building Are Mainly Planned to Be Gabled with a Finishing Layer of Powder-coated and Uv-protected Folded Sheet Metal, Which Will Also Extend Along the Side Facades. the Small Flat Roofs Will Be Drained Through Siphons, with Slopes Provided Towards Them, and the Funnels Are Planned with Leaf Catchers and Heating.
