Expression of interest for Individual Consultants (2) for Kenya and Liberia
Individual Consultants (Kenya and Liberia) on assessment of
country fertilizer markets to identify, characterize and validate success factors including policy,
regulatory and institutional challenges hampering supply of fertilizers in African countries.
Project location : Kenya and Liberia
the Assignment is to Engage Two (2) Consultants One for Kenya and One for Liberia That Will Conduct a Comprehensive Comparative Assessment of Fertilizer Market Characteristics to Glean Some Insights and Lessons That Inform Emergence of Viable Fertilizer Import, Marketing and Distribution Systems in Other African Countries. the Assignment Will Encompass Assessments/analytics of Country Fertilizer Markets to Identify, Characterize and Validate Success Factors and Policy, Regulatory and Institutional Gaps/challenges Hampering Supply of Fertilizers. in Addition, the Consultants Are Expected to Make Critical Policy Recommendations to Aatf and the Respective Countries Based on Results and Findings Highlighting Prospective Intervention Areas That Exhibit Potential for Immediate Impact. Specifically, the Consultants Will Be Expected To: A) Conduct An In-depth Review of the Status of Fertilizer Markets in Kenya and Liberia Encompassing Market Structure Assessment, Identification of Key Players, Local Manufacturing Capacity, Delivery Mechanisms (incl. Subsidy Support Programmes), Trade Arrangements Etc; B) Identify and Validate Operational Gaps Pertaining to Importation, Manufacturing and Delivery of Fertilizer in Kenya and Liberia; C) Assess the Policy, Regulatory and Institutional Environment Governing Fertilizer Supply and Quality Control Mechanisms with Special Attention on Gaps/challenges Hampering Supply of Fertilizers and D) Propose Robust Strategies for Addressing Gaps and Challenges Across Fertilizer Markets in Africa with Potential for Cross-country Learnings and Information Sharing. the Consultation Should Aim at Establishing Critical and Context Specific Insights on the Fertilizer Market Environment in African Countries and Based on the Outcomes of (a), (b) and (c), Design a User-friendly Fertilizer Market Information Dashboard for Deployment in African Countries.
