the mercy corps has received financing from the world bank toward the cost of the enhancing community resilience project (thabat) – af1 (tf-c7102) and intends to apply part of the proceeds toward payments under the contracts for construction of six (6) consumer cooperative hubs in four (4) localities within gedaref state.
the mercy corps now invites sealed bids from eligible bidders for the construction of six (6) consumer cooperative hubs in four (4) localities within gedaref state. for these contracts, the borrower shall process the payments using the direct payment disbursement method, as defined in the world bank’s disbursement guidelines for investment project financing.
the overall program is divided into six (6) separate contracts (lots), as shown below:

bidders may submit bids for one or more lots, as specified in the bidding document.
the works cover civil, architectural, finishings, utilities and miscellaneous activities for the full supply, fabrication, and construction of all components in strict accordance with the design drawings and boq. the entire works shall be completed within two (2) months, excluding the defects notification period.

general experience
experience under construction contracts in the role of prime contractor, jv member, subcontractor, or management contractor for at least the last three years, starting 1st january 2023.

a minimum of two (2) similar contracts each with a minimum value of usd 25,000

one (1) similar contract with a minimum value of usd 50,000;
in both cases, the contract(s) should have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st january 2019 and application submission deadline:
bidding will be conducted through national competitive procurement using a request for bids (rfb) as specified in the world bank’s “procurement regulations for ipf borrowers -” september 2025 (“procurement regulations”), and is open to all eligible bidders as defined in the procurement regulations.

all bids must be accompanied by a bid-securing declaration.
