Open procedure: software provision of a unified method and model for generating, collecting, processing and reporting electronic requests for payment and use of services providing parking on the territory of the municipality of Varna and aggregation of services and business processes for managing activities related to parking and information services. In the execution of the order, the following should be ensured: 1. Payment via short text message/direct billing through a mobile operator. When using this payment method, service users pay through their account with the mobile operator by sending a billing request via an application or a short text message to the short number 1352 for the blue zone and 1353 for the green zone, containing the registration number of the vehicle parked in the respective zone. Participants in this procedure must have contracts or have the ability to conclude contracts with all mobile operators that own and operate a public GSM network based on an issued individual license for the construction, maintenance, and operation of a GSM network with national coverage from the Communications Regulation Commission, as well as have the ability to ensure the conclusion of tripartite agreements with a mobile operator and the municipal enterprise "Municipal Parking and Blue Zone" for billing through the users account with the mobile operator if the mobile operator has established such a practice. 2. Payment via bank cards and other payment methods. When using this payment method, the user can pay for the services used through a paid parking application from the users personal smartphone or another device with internet access, by sending a payment request via direct debit from a credit/debit card or through another payment method, such as cash, from a virtual wallet, and others. The contractor of this procedure must implement integration with centralized software for managing paid parking, the used paid parking applications, systematic provision of management of charging stations, as well as other information systems used by the municipal enterprise "Municipal Parking and Blue Zone" for the purpose of exchanging result information for the administered payments in the execution of the subject of the order, as well as to implement the necessary integrations with mobile operators and payment service providers to ensure payment via bank cards. Payment mechanism: In the execution of the order, the following should be ensured: after the end of the month and accounting for the registered payments from the implemented parking management systems and charging stations in the municipality of Varna, including centralized software, charging station management system, as well as other information systems used by the municipal enterprise "Municipal Parking and Blue Zone" for the purpose of exchanging information for the administered payments in the execution of the subject of the order and accounting by the mobile operators of the number of text messages that have been paid by customers up to the respective date of the month, the contractor should receive from the mobile operators the due amount and the respective amounts paid via direct debit from credit/debit cards and through other payment methods and transfer the amount to the municipal enterprise "Municipal Parking and Blue Zone" after deducting the respective commission.
