Keystone Moldova – Expert selection for the development of the framework methodology of the national mechanism regarding childrens opinions
Between 01.01.2026 and 31.12.2026, Keystone Moldova is implementing the UNICEF project "Better Care for Children", with the financial support of the Government of Sweden, in close collaboration with the Ministry of Labor and Social Protection of the Republic of Moldova.
The overall objective of the project is to strengthen the capacity of the Republic of Moldova to develop and implement an integrated child protection system, focused on comprehensive child care reforms, so that all children can grow up in safe and developmentally supportive family and community environments.
The project aims to strengthen families through actions to prevent risk situations or by facilitating the safe reintegration of children from the protection system into their biological families. To achieve this result, the project provides for the capacity of the social protection system by providing methodological assistance, including through training activities, workshops and mentoring of specialists in the system. The project also focuses on the development, diversification and strengthening of alternative forms of family-based care — such as foster care, guardianship and adoption — to respond adequately and effectively to the varied and sometimes complex needs of children.
As part of the Project, Keystone Moldova is hiring a consultant to develop a framework methodology and conceptualize the national mechanism for collecting the opinions of children beneficiaries of social services in the Republic of Moldova. The methodology will be developed in accordance with the legal and institutional context of the Republic of Moldova, as well as in accordance with the principles of the Child-Friendly Complaints Mechanism developed by UNICEF and the UN Convention on the Rights of the Child.
Consulting services will be provided between May-September, 2026
