Expression of interest for Study for the Development and Operationalization of the Solid Waste Management Strategy
the Services Provided for Under This Contract Include, Among Others: (i) Carrying Out An Inventory of Waste Management in Kinshasa; (ii) Identification of the Treatment, Recovery Or Elimination Technology By Waste Category: Glass Waste, Crd Waste, Weee, Used Vegetable and Mechanical Oils, Food Waste and Green Waste, Septic Tank Sludge; (iii) Identification of the Recovery Potential By Category of Waste (waste Glass, Crd Waste, Used Oils, Faecal Sludge, Household Waste); (iv) Critical Analysis of the Current Waste Management System in Kinshasa and Proposal of Necessary Improvements in the Short, Medium and Long Term; (v) the Proposal of An Operational Plan for the Entire Value Chain; (vi) the Development of An Action Plan to Initiate a Circular Economy in Integrated Waste Management in Kinshasa; (vii) Research and Identification of a Site for Cvet; (viii) Identification of Treatment Technology By Waste Category, Economically Sustainable; (ix) the Production of Technical Documents for Summary Preliminary Project (aps), Detailed Preliminary Project (apd), Environmental and Social Impact Studies (esia) and the Development of the Prequalification File (as Part of a Ppp Contract) for the Development and Operation of the Cvet as Well as the Related Facilities.
The Government of the Democratic Republic of Congo has received financing from the African Development Fund (ADF) to cover the cost of the Project for Strengthening Socio-economic Infrastructure in the Central Region II, known as “PRISE 2,” and intends to use part of the funds granted under this loan to finance contracts for studies for the development and operationalization of the solid waste management strategy.
The services provided for under this contract include, among other things: (i) Conducting a baseline assessment of waste management in Kinshasa; (ii) Identifying the treatment, recovery, or disposal technology for each waste category: glass waste, construction and demolition waste, WEEE (Waste Electrical and Electronic Equipment), used vegetable and mechanical oils, food waste and green waste, and septic tank sludge. (iii) identification of the recovery potential by waste category (glass waste, construction, demolition, and renovation waste, used oils, septic tank sludge, household waste); (iv) critical analysis of the current waste management system in Kinshasa and proposal of necessary improvements in the short, medium, and long term; (v) proposal of an operational framework for the entire value chain; (vi) development of an action plan to initiate a circular economy in integrated waste management in Kinshasa; (vii) research and identification of a site for the waste-to-energy plant; (viii) identification of the economically sustainable treatment technology for each waste category. (ix) the production of technical documents
for the Preliminary Design (APS), the Detailed Design (APD), environmental and social impact studies (EIES) and the preparation of the Prequalification File (within the framework of a PPP contract) for the development and operation of the CVET and related facilities.
