Tender description : CB 2026-02 PROCUREMENT OF TONER CARTRIDGE WITH FREE-USE OF MONOCHROME AND HEAVY -DUTY-PRINTERS FOR PANTAWID PAMILYANG PILIPINO PROGRAM OF DSWD FIELD OFFICE IV-A CALABARZON The DSWD FIELD OFFICE IV-A CALABARZON, through the 2026 National Expenditure Program NEP prior to the approval of the General Appropriations Act under Centrally Managed and Direct Released Funds intends to apply the sum of FIVE MILLION SEVENTY-ONE THOUSAND EIGHT HUNDRED PESOS Php 5,071,800.00 only, being the Approved Budget for the Contract ABC to payments under the contract for PROCUREMENT OF TONER CARTRIDGE WITH FREE-USE OF MONOCHROME AND HEAVY-DUTY PRINTERS FOR PANTAWID PAMILYANG PILIPINO PROGRAM OF DSWD FIELD OFFICE IV-A CALABARZON. Bids received in excess of the ABC shall be automatically rejected at bid opening. The DSWD FIELD OFFICE IV-A CALABARZON now invites bids for the above Procurement Project. Delivery of the Goods is required based on the delivery schedule as provided in Section VI. Schedule of Requirements. Bidders should have completed, at least two 2 similar projects supply, delivery, installation, and configuration, including multifunction printers, consumables within the last five 5 years prior to bid submission. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested Bidders may obtain further information from DSWD Field Office IV-A CALABARZON, Extension Office, 3rd Floor Ayala South Park, Alabang, Muntinlupa City and inspect the Bidding Documents at the address given below from Monday to Thursday – 8:00 am to 5:00 pm. A complete set of Bidding Documents may be acquired by interested Bidders on 14 April 2026 to 05 May 2026 at 10:00 A.M. from the given address and websites below and upon payment of the applicable fee for the Bidding Documents in person, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Php 10,000.00 only. Please allot ample time for the processing of payment of bidding documents prior to submission of bids. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The DSWD Field Office IV-A CALABARZON will hold a Pre-Bid Conference on 23 April 2025 at 10:00 A.M. through video conferencing via meet.google.com/zsa-xypi-amp, which shall be open to prospective Bidders. Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the office address indicated herein, on or before 05 May 2026 10:00 A.M. Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. Bid opening shall be on 05 May 2026 at 10:00 A.M. at DSWD Field Office IV-A CALABARZON, Extension Office, 3rd Floor Ayala South Park, Alabang, Muntinlupa City. Bids will be opened in the presence of the bidders and /or their duly authorized representatives who chose to attend the bid opening. All bidders shall be required to present their proof of identification and/or authorization, whichever is applicable prior to the conduct of bid opening. Bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in three 3 separate sealed envelopes in the designated bid box located at the Procurement Management Section, DSWD Field Office IV-A CALABARZON, Extension Office, 3rd Floor Ayala South Park, Alabang, Muntinlupa City. The DSWD Field Office IV-A CALABARZON reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
