Expression of interest for Technical Assistance Mission to the Provincial Public Water Services Boards in the Contractualization of the Management of Works, “rpe”
the Government of the Democratic Republic of Congo Has Received Funding From the African Development Fund to Cover the Cost of the Socio-economic Infrastructure Strengthening Project in the Central Region Phase 2 "prise 2" in Acronym, and Intends to Use Part of the Sums Granted Under This Loan to Finance the Contract for Technical Assistance Services to the Provincial Public Water Services Boards in the Contractualization of the Management of the Works, “rpe.”
the Services Consist of Strengthening the Capacities of Rpes in the Preparation, Negotiation, Formalization and Monitoring of Management Contracts for Drinking Water Works, in Order to Ensure Sustainable, Transparent Operation and Compliance with Technical and Regulatory Standards. This Will Include: (i) in Particular: (i) Carrying Out An Institutional, Technical and Legal Diagnosis of Current Contracting Practices; (ii) Propose a Harmonized Contractual Framework Adapted to Provincial Realities; (iii) Develop Or Update Contract Models (operation, Delegation, Maintenance, Performance); (iv) Support the Rpes in the Negotiation and Finalization of Contracts with Operators; (v) Strengthen the Capacities of Rpe Staff in Contractual Management, Monitoring-evaluation and Performance Control; (vi) Establish Contractual Monitoring Tools (dashboards, Indicators, Procedures). the Mission Will Take Place in Kinshasa (in the Project Premises), as Well as in the Geographical Execution Area of ??the Project, for a Period of Forty-five (45) Calendar Days Per Financial Year.
The Government of the Democratic Republic of Congo has received financing from the African Development Fund to cover the cost of the Socio-economic Infrastructure Strengthening Project in the Central Region, Phase 2, "PRISE 2," and intends to use part of the funds granted under this loan to finance the contract for Technical Assistance Services to Provincial Water Utilities in the contractualization of infrastructure management, "RPE."
The services consist of strengthening the RPEs' capacity in preparing, negotiating, formalizing, and monitoring drinking water infrastructure management contracts, in order to ensure sustainable, transparent operation that complies with technical and regulatory standards. This will include: (i) Conducting an institutional, technical, and legal assessment of current contracting practices; (ii) Proposing a harmonized contractual framework adapted to provincial realities; (iii) Develop or update contract templates (operation, delegation, maintenance, performance);
(iv) Support the Regional Power Plants (RPPs) in negotiating and finalizing contracts with operators; (v) Strengthen the capacity of RPE staff in contract management, monitoring and evaluation, and performance control;
(vi) Implement contract monitoring tools (dashboards, indicators, procedures). The mission will take place in Kinshasa (at the project offices), as well as in the project's geographical implementation area, for a period of forty-five (45) calendar days per fiscal year.
