Tenders Are Invited for Creation of Latrine Blocks with 3 Cabins Taking Into Account the Specific Needs of Women in Terms of Hygiene and Privacy, in 02 Batches
This Invitation for Bids follows the General Procurement Notice published in
L’ESSOR No. 20583 of February 26, 2026, in the Public Procurement Information Bulletin “ARMDS” No. 450 of February 25, 2026, and the simplified PPM on the AfDB website of
February 6, 2026.
2. The Ministry of Energy and Water, through the National Directorate of Hydraulics, has
received a grant from the African Water Facility (AfDF) through the African Development Bank (AfDB) to finance the Project to Support Climate Change and COVID-19 Resilient Drinking Water Supply and Sanitation in the
Kayes Region and the Kati Circle (PAAEPAR-3C2K).
3. The Ministry of The Ministry of Energy and Water, through the National Directorate of Hydraulics,
is soliciting sealed bids from eligible candidates who meet the
required qualifications for the construction of 3-stall latrine blocks, taking into account the specific hygiene and privacy needs of women, in 2 lots. Lot 1: Kayes Region: schools (19), health centers (2), markets (1), and places of worship (22). Lot 2: Kati District: schools (10), health centers (8), markets (12), and places of worship (9).
4. The contract will be awarded through an open tender process as defined in Article 50 of the Public Procurement Code, and is open to all eligible candidates.

6. The qualification requirements are:
a) General Experience: having completed at least two (2) construction contracts from 2016 to the present for each lot:
- Lot 1: with a value equal to 90 million per contract or an average value of 90 million;
- Lot 2: whose value is equal to 80 million per contract or whose average value reaches 80 million
Similar experience: having completed at least two (2) contracts for the construction of latrine blocks with at least two (2) stalls per block from 2021 to the present for each lot:
- Lot 1: whose value is equal to 100 million per contract or whose average value reaches 100 million;
- Lot 2: whose value is equal to 90 million per contract or whose average value reaches 90 million.
This experience must be supported by provisional or final acceptance reports accompanied by copies of the cover pages and signatures of the various contracts concluded with public, semi-public, or international organizations.
c) The bidder must provide the financial statements for the last three (3) years, 2023, 2024, and 2025,
certified by a chartered accountant or attested by a registered accountant
from which the average annual turnover can be calculated, at least equal to the bid amount. These
financial statements must be certified by the competent tax authority.
d) Have access to financing such as liquid assets/a net line of credit, free of all other commitments, in the amount of:
- Lot 1: 73,000,000 CFA francs;
- Lot 2: 53,000,000 CFA francs.
