Expression of interest for Consultant International – Expert En Infrastructures
The Government of the Republic of Congo has received financing from the African Development Bank (AfDB) to cover the cost of the Integrated Agricultural Value Chain Development Project in Congo (PRODIVAC), and intends to use part of the funds granted under this loan to finance the service contract for: “International Consultant – Infrastructure Expert”.
The services to be provided under this contract include: (i) Ensuring the planning, monitoring, and technical control of agricultural infrastructure projects; (ii) Supervising the development and validation of specifications and technical requirements, ensuring their compliance with national and international standards; (iii) Participating in the analysis of various study reports; (iv) Monitoring the execution of contracts with service providers (construction companies, inspection firms, equipment suppliers) and ensuring the quality of deliverables; (v) Conduct regular field missions to monitor progress, verify compliance with deliverables, and identify any discrepancies; (vi) Participate in the preparation of periodic technical reports (quarterly, semi-annual, and annual) to be submitted to the Bank and stakeholders; (vii) Contribute to the development of Annual Work Plans and Budgets (AWPBs); (viii) Support capacity building for key stakeholders (project owners, companies, beneficiaries) on best practices in the design, management, and maintenance of infrastructure; (ix) Participate in supervision and technical support missions conducted by the Bank and partners; (x) Coordinate the provisional and final acceptance of works and equipment, ensuring compliance with technical and contractual standards; (xi) Ensure the capitalization of experiences and best practices in the design, construction, and management of infrastructure to contribute to the project's sustainability; (xii) Perform any other task assigned by the Project Coordinator or the supervising ministry; (xiii) Perform any other task assigned by the Project Coordinator or the supervising ministry. The duration of the mission is twelve (12) months, renewable after an evaluation of acceptable performance. It will take place in Brazzaville, with the possibility of travel within the project's intervention area (Pool, Bouenza, and Plateaux departments, as well as the cities of Brazzaville and Pointe-Noire).
