Open Procedure: selection of a Contractor to Prepare An Assessment of the Compliance of the Investment Projects and Carry Out Construction Supervision on 18 Separate Positions for the Needs of the Municipality of Harmanli
The Subject of the Present Public Procurement Including the Provision of Consulting Services According to Article 166, Paragraph 1 of the First Schedule - Exercise of Construction Supervision and Preparation of a Complex Document for the Assessment of the Compliance of Investment Projects for Various Objects in the Territory of the Municipality of Harmanli.
The Subject of the Public Procurement for Each of the Separate Positions from No. 1 to No. 9 Includes the following activities for the relevant facility:
Exercising construction supervision during the construction period until acceptance and commissioning of the construction within the scope regulated by the Law and the By-laws and Normative Acts as applied to it, including:
Executing checks and controls on delivered and invested construction products, ensuring compliance with the basic requirements of the construction project in accordance with the requirements of the Order under Article 9, Al. 2, T. 5 of the Law on Technical Requirements for Products, as well as the coordination of the construction process until the construction is put into operation, including the control of the quantity, quality and conformity of the construction and assembly works performed under the contract for the execution of engineering works on the facility, as well as other activities - the subject of the engineering contract;
- Performing the functions of the coordinator for safety and health in accordance with the provisions of the Order No. 2 of 2004 on the minimum requirements for health and safety conditions during the execution of construction and assembly works, including the fulfillment of all obligations of the contractors provided for in the said Order;
- Preparation of the Final Construction Document, in accordance with Article 168, Paragraph 6 of the Code of Civil Procedure and Order No. 2 of 31 July 2003 on the Entry into Operation of Constructions in the Republic of Bulgaria and the Minimum Warranty Periods for the Completion of Construction and Assembly Works, Construction and Construction Facilities, and the Updated Technical Passport for the Construction in accordance with Article 176a of the Code of Civil Procedure and Order No. 5 of 2006 on the Technical Passports of Constructions;
- Management of the Process of Entry into Operation Until the Issuance of the Permit for Use/Certificate for Entry into Operation;
- Responsibility under Article 168, Paragraph 6 of the Code of Civil Procedure 7 From June to the Expiration of the Warranty Periods for the Relevant Types of Damage.
2. Subject to Public Liability for All of the Special Positions from No. 10 to No. 18 Includes the following activities for the construction of the object:
Preparation of an assessment of the compliance of the investment project for the object, including:
assessment of compliance with the social requirements of the construction of all parts of the technical investment project for the construction, in scope and content in accordance with the present, including assessment of compliance and technical control of the "constructive" part in accordance with Art. 142, paragraph 10 of the present;
Preparation of a comprehensive report on the performance of assessments of compliance with the social requirements of the construction of the object;
Involvement of the participants in the procedure for approval and approval of the investment project, if necessary.
Comprehensive assessment report on The Investment Project shall comply with the requirements of Art. 142, Al. 4, Al. 5, Al. 6, T. 2, Al. 9 and Al. 10, Art. 166, Al. 1, T. 1, Prod. 1, Al. 4, Art. 169, Al. 1 and Al. 3 of the Law on Territorial Organization, the Law on Technical Requirements for Products, Order No. 4 of 21.05.2001 on the Scope and Content of Investment Projects, Issued by the Minister of Regional Development and Public Works, Order No. Rd-02-20-1 of 5 February 2015 on the Conditions and Procedures for Investing in Construction Products in the Construction of the Republic of Bulgaria On Mrrb, Dv, No. 14/20.02.2015 G., Other Laws and Sub-Laws Normative Acts Regulating Construction and Territorial Organization, Order No. Rd-02-20-25 of 3 December 2012 G. On the Conditions and Procedure for Issuing a Certificate for Entry into the Register of Consultants for Assessing the Conformity of Investment Projects and/or Exercising Construction Supervision.
The assessment of the conformity of an investment project covers all parts of the investment project, which are the basis for issuing a construction permit. Their mutual compliance, completeness and structural conformity are assessed.
The applicant shall submit a report and defend his/her decision, Involving the Preparation of a Comprehensive Document, During Such Consideration, Review and Approval by the Parties.
Investment Projects for Facilities, for Which an Assessment of Compliance with Environmental Requirements for Construction Should Be Made, Must Include at a Minimum the Following Parts: "Architecture", "Construction", "Energy Efficiency", "Electrical", "Fire Safety", "Safety Plan"
