Expression of interest for Recruitment of a Gender Expert and Strengthening of Womens Economic Power to Coordinate Parfebalt
The Lake Chad Basin Commission (LCBC) has received funding from the African Development Bank Group to cover the cost of the Technical Assistance Project for the Restoration of the Ecological and Economic Functions of the Lake Chad Basin. The Lake Chad Basin Commission (LCBC) intends to use part of the funds granted under this grant to finance the contract for the Gender and Women’s Economic Empowerment Expert for the PARFEBALT Coordination.
2. The services to be provided under this contract include:
• Ensuring the project’s alignment with the AfDB and LCBC gender policies;
• Ensuring gender mainstreaming in technical, socioeconomic, environmental, and institutional studies;
• Supporting gender-sensitive monitoring and evaluation and the regular production of disaggregated data;
• Developing a gender analysis framework for activities, studies, and reports. • Support the validation, dissemination, and implementation of the Gender Action Plan and the Gender-Responsive Budgeting Guide.
• Support the establishment of the minimum quota for women's participation in the CBLT's non-statutory bodies and activities.
• Ensure that the terms of reference for studies include clear requirements regarding gender and social inclusion.
• Ensure the quality of gender integration in: preliminary and detailed planning studies, socioeconomic studies, conflict and production system analyses, environmental and social impact assessments (ESIAs), and climate vulnerability analyses.
• Guarantee the effective participation of women in community consultations.
• Contribute to the project's Monitoring, Evaluation, and Reporting by:
• Developing gender-sensitive indicators for the monitoring and evaluation framework.
• Documenting progress on the project's gender indicators (e.g., women's participation rates in governance).
• Ensuring the collection and analysis of data disaggregated by sex, age, and vulnerability.
• Contributing to quarterly, annual, and AfDB supervision reports, as well as the completion report.
• Developing policies, strategies, and technical guides (gender action plans, manuals, analytical tools, and procedures for the protection and prevention of gender-based violence).
